Counties budget gets early thumbs up
The preliminary report for the 2014 bud- get for the United Counties of Prescott-Rus- sell (UCPR) predicts a zero per cent increase on the tax rate. That means that the 2013 property tax rate of $465 for every $100,000 assessed value will remain the same for 2014. Any increase or decrease in the actual amount of property taxes that homeown- ers in Prescott-Russell pay next year will depend on whether or not their property increased in value. There will be one small increase ap- plied to property taxes next year. The property tax allocation for the South Nation Conservation Authority (SNC) will go up by about 11 cents for every $100,000 of assessed property value. During his report to Russell Township council about the September SNC board meeting, Mayor Jean-Paul St-Pierre de- scribed the increase as “very minor” for the 2014 municipal levy. Every munici- pality within the South Nation River wa- tershed will factor the increase into their 2014 budget calculations. Municipalities are responsible for collecting all prop- erty taxes within their jurisdictions and then forwarding on the portions due to the SNC, all school districts within their boundaries, the provincial government, and any other relevant regional or pro- vincial agencies.

The report states that for every increase of $340,000 in the counties levy portion of the budget then property owners in Prescott- Russell would see a one per cent increase in their property tax rate to account for that change to the levy. One potential source of change to the proposed 2014 budget would be if the counties council decided to include paving of the shoulders of county roads under the capital works program. Right now, Parisien told the council, the counties have more than $800,000 in a special reserve fund dedicated to repaving the shoulders along county roads that already do have paved shoulders. This special reserve fund was created with some of the savings from this past year’s hot asphalt contract. “This is a one-shot deal,” Parisien said. Both Champlain Township Mayor Gary Barton and East Hawkesbury Mayor Robert Kirby argued that the counties public works program should include shoulder-paving of all county roads as a given. “I think it should be part of our policy,” said Barton. The two found support from Russell Township Mayor St-Pierre. He suggested the counties should prepare a policy on shoulder-paving for the 2015 budget. Final revisions to the 2014 budget report

Russell Township Mayor Jean-Paul St- Pierre declared his support during an Oct. 23 review of the preliminary report on the 2014 budget for the counties. “I’m prepared to adopt this budget as pre- sented,” St-Pierre said. “I see stability in the overall process.”
