Governor Kay Ivey said at the time that the project represented a positive development for the Jackson mill, a major industrial employer with more than 500 workers. Lake Forest, Illinois based Packaging Corp. of America (PCA) will temporarily idle opera- tions at its mill in Jackson, Alabama, and lay off nearly all its 400-plus employees. According to local media reports, PCA made the announcement to its employees earlier this month, citing economic conditions and lower demand for its products. The com- pany said it planned to resume operations ful- ly after the holidays. High inventories of linerboard and card- board boxes were also cited as the reason to temporarily suspend operations until invento- ries catch up with demand, the reports said. Jackson Mayor Paul South told the media that he was disappointed with PCA’s announce- ment, noting the company’s importance to the local economy.

Foundation For Packaging Education Fundraising Event Raises Nearly $3M The Foundation for Packaging Education held its inaugural fundraising event November 8-10 at The Sanctuary Resort on Kiawah Island, South Carolina. Nearly 80 attendees came together to celebrate and support industry educa-
The event began with an evening reception and the following morning golfers played the challenging Osprey Point course on Kiawah while others went on an excursion of nearby Charleston. They toured homes and gardens and had a wonderful, low country lunch at the renowned High Cotton Restaurant, followed by shopping on nearby Market Street. A reception and dinner capped off the day with Foun- dation for Packaging Education Chairman Jay Carman making remarks. He reminded everyone of the mission of the Foundation, to ensure the longevity and ongoing de- velopment of education and training programs for those already working in the industry. Education and training are vital to employee retention and employee satisfaction. Thursday dawned windy and rainy. The day’s plan was for golfers to play the Ocean Course at Kiawah, site of the 2021 PGA Championship. Twelve hearty golfers (about one-third of the planned group) braved Tropical Storm Ni- cole’s outer bands and took to the golf course. The non-golfing crowd enjoyed brunch within The Sanctuary, one of the most luxurious resort properties on the East Coast. The funds raised brought the raised and pledged amount of the Foundation to nearly $3 million. The Foun- dation thanks everyone who attended the event, and most importantly the event sponsors, Domtar Packaging, Equip- ment Finance Corporation, and Fosber America. CONTINUED ON PAGE 48

NAM Breaks Down Election Results, Outlines Priorities For Next Agenda Though some midterm races remain uncalled, the National Association of Manufacturers (NAM) is preparing for the next phase of its competitiveness agenda. This month, it offered members a breakdown of the election results so far and what they mean for manufacturing policies and pri- orities in the United States. Hosted by NAM Vice President of Government Rela- tions Jordan Stoick, the briefing provided members with an overview of the NAM’s key issue areas, presented by several of the NAM’s policy experts. Tax: According to the NAM Managing Vice President of Tax and Domestic Economic Policy Chris Netram, NAM is pushing Congress to approve key tax incentives for man- ufacturers in a year-end package, including the reversal of
a harmful change in the treatment of R&D expenses that took effect earlier this year and an extension of 100 per- cent bonus depreciation.
Beyond the lame-duck session, NAM will be fighting to make tax reform permanent, he added. Trade: According to NAM Vice President of International Economic Affairs Policy Ken Monahan, the NAM will be advocating re- authorization of the Miscellaneous Tariff Bill. Going forward, priorities will include guarding against the TRIPS waiver at the World Trade Organization (which would harm manufacturers’ intellectual property rights), defusing regulatory and market ac- cess challenges in Mexico and promoting a robust market-opening agenda overall. Energy: NAM Vice President of Energy and Resources Policy Rachel Jones said en- ergy security is likely to remain a key focus of policymakers. She highlighted permitting reform as a possible area for bipartisan progress and noted that implementation of new climate incentives and programs will likely come with heightened oversight from the new Congress next year. Infrastructure: NAM Vice President of Infrastructure, Innovation and Human Re- sources Policy Robyn Boerstling said that supply chain challenges are now the most difficult issue facing manufacturers. She provided an update on rail negoti- ations, addressed the National Labor Rela- tions Board’s robust pro-labor agenda and spoke out in favor of the NAM’s common- sense immigration approach, among other issues. The outlook: “The good news is that re- gardless of the outcome, the NAM remains uniquely positioned to continue to effec-

GPI CEO Doss Keynotes PPC Fall Meeting, Board Elects Laura Brodie As 2023 Chair Lessons in leadership, sustainability, resiliency, design, innovation, and the global economic outlook were just some of the critical topics dis- cussed at the Paperboard Packaging Council’s (PPC) recent Fall Meeting & Leadership Conference in Austin, TX, which featured Mike Doss, Presi- dent and Chief Executive Officer of Graphic Packaging International (GPI).

With a record number of conference newcomers and the highest con- ference attendance in 10 years, folding carton industry executives came together in Austin for three days of insight, networking, and camaraderie. In addition to exciting speakers, the meeting included a celebration of the winners for both the 2022 North American Paperboard Packaging Competition and the 2022 Paperboard Packaging Alliance’s Student De- sign Challenge. Keynote speaker Mike Doss discussed the power of fiber-based consumer packaging, GPI’s vision for the future, and the importance of cultivating an engaged and empowered workplace culture. Throughout his presentation, Doss promoted new product innovation saying, “We strongly believe paperboard packaging can win against plastic. The end use consumers are looking for alternatives to plastic where it makes sense. Fiber-based consumer packaging is poised for growth in support of a circular economy.” Doss expressed a realistic vision for industry growth saying, “We’re not looking for perfection, we’re looking for progress in sustainability. With so much plastic, and with the power of rigid boxes, there is an op- portunity for plastic needs to dissipate. In this time of reduced workplace retention, it’s imperative to note that your best, most talented people are there by choice.” Doss also focused on the importance of nurturing and growing the next generation of industry executives saying, “I think it is so important to get the word out about how great our industry is and why the next generation should be a part of it.” Doss was just one industry leader who presented during PPC’s conference. Additionally, Erich Murray, plant manager of TPC Printing & Packaging, and former soldier who served in the 3rd Infantry Division in Iraq and later with the 173rd Airborne Brigade in Afghanistan and Eu- rope, spoke in detail about the correlation between work- ing in the paperboard packaging industry and the military.

FBA Completes Research Of Score Profiles On Box Compression Testing BY MARY DRAIN New research has been completed by the Fibre Box As- sociation (FBA) Technical Committee. It was a scoping

Results from this study showed that scoring profiles can potentially impact BCT by greater than 10 percent. • Score cracking reduces the compression strength by 10+ percent. • Scoring parameters (geometry, depth, etc.) and slotting depth both affect BCT. While the data shows that scoring profile can impact BCT, since the scoring profiles didn’t produce a similar hierarchy of increasing/decreasing BCT between the two board grades using a given score profile, the data in this study didn’t pinpoint what is driving those differences. So further study is needed. FBA held a free webinar November 16 for members, illustrating the new research. John M. Considine, Materials Research Engineer at USDA Forest Service, Forest Prod- ucts Laboratory (FPL) and the project’s principal investiga- tor, provided an overview of the technical research project and shared the findings. Charts were shown and John explained FPL’s analysis of the variance in data sets — within 95 percent confi- dence interval (95 percent CI), so that statistically similar (and dis-similar) groups are easier to recognize. This can help to explain how information from eventual findings can be used to optimize box design for box plants and today’s sustainability strategies. The objective of the study was to determine if different commonly used score profiles have statistically significant effects on BCT, i.e., a more than 10 percent difference. The optimal result is to correspondingly improve BCT by strate- gically applying this information. The study was performed at Forest Products Laboratory (FPL), part of the U.S. For- est Service of USDA. The study used 21-inch by 15-inch by 16-inch single wall RSC samples with two different board grades (32 ECT and 44 ECT). All flaps were taped, 10 replications were done per pa- rameter. And all material testing was performed according to TAPPI. The sample material with score gaps was pro-
