Tel qu’annoncé dans son dernier budget, une subvention fédérale permettra à la Municipalité de Russell de prolonger et de paver le sentier existant entre les chemins Forced et 200 à Russell. Toutefois, des inquiétudes de la part de résidents ont été soulevées lors de la dernière séance du conseil, le lundi 20 mars. Une pétition de 270 signatures s’opposant à une telle démarche a été déposée. learned about the project, the reason for the paving and the maintenance cost beyond the grant. Among reasons area residents object to paving the trail is that it is a multi-use non- motorized trail, well used by a variety of users because it is not paved. Trail users include dog walkers, skiers, joggers, and horse-back riders. Residents also argued that there is farm traffic crossing the trail and as there are not many homes on Route 200, they feel that there is not much benefit for cyclists beyond Forced Road. Having horses on the trail or farming trac- tors intersecting the trail raised the question
of liability. Following a discussion with its insurance company, there was a suggestion that Russell Township prohibit the trails to tractor traffic and that an insurance certifi- cate be obtained for horse-back riders. Discussion have led some councilors, in- cluding Amanda Simard and Cindy Saucier, to question their initial thoughts on the pro- ject. Having heard the other side of the issue, they would now be in favor of not paving the trail. Coun. Jamie Laurin indicated that council and staff need to make sure that the project was not “too far down the trail” and whether township might be able to get the grant’s use modified.
No decision has been made yet. As announced in its last budget, a federal grant has allowed Russell Township to plan to extend and pave the existing multi-purpose trail between Forced Road and Route 200 in Russell.
