This event, held in honour of the Lighthouse Club’s 60th Anniversary in Northern Ireland, will bring together 300 industry representatives to support and champion the work being done to support the emotional, physical and financial wellbeing of our construction community. CONSTRUCTION EMPLOYERS FEDERATION UPDATES MEMBERS ON ONGOING ISSUES… As the certified representative body for the construction industry in Northern Ireland, the Construction Employers Federation (CEF) represents the interests of not only its member companies but those of roughly 65,000 skilled workers engaged within the wider construction sector. In the below ‘Work in Progress’ update, CEF Managing Director, Mark Spence, discusses some of the issues the Federation is currently working on: Work in progress

MAJOR CHANGES COMING ON LOCAL BUILDING REGULATIONS The Department of Finance has taken forward two consultations recently with respect to NI’s Building Regulations. The first relates to the long-awaited and welcome fire safety changes which have already been implemented in GB. Once approved, this will mean that all new buildings which contain flats and are more than 11m above ground level would require sprinkler systems. All residential care premises, including residential care homes, nursing homes, children’s homes and family resident centres, irrespective of storey height will also be included. The proposals do not include a requirement to retrofit existing buildings – although that will likely be considered at a later date. The second is a Discussion Document and Pre- Consultation on the next steps with regard to Building Regulations in line with the DfE Energy Strategy of 2021 and the decarbonisation of our housing stock. The Building Regulations direction is clear and industry-supported. Prior to the mid-November consultation deadline, our focus will be on key topics: • Considering advancing the cut-off for conventional oil heating in new dwellings. • Assessing the impact of ‘coming into force’ timeline changes on homebuilders. • Examining how proposals affect homebuilding costs amid economic conditions and housing shortage. • Addressing interconnected changes, especially PV and EV charging infrastructure, ensuring affordable grid connections. Additionally, housebuilding members await NIE Networks’ Standard Connection Charge consultation and engage with Utility Regulator and DfE for new build connection charging policy.

CONSULTATIONS ON NEW PROCUREMENT BILL With the Procurement Bill shortly to complete its journey through the UK Parliament – likely now to take legal effect in late 2024 – the Cabinet Office conducted two technical consultations over the summer on its provisions. What was clear from both consultations is that most of the existing Public Contracts Regulations will be maintained under UK law with some modest tweaks. The only substantive elements of the consultations that are of slight concern are the proposed provisions around authorities being able to reserve contracts for ‘local’ firms for under threshold procurements – ‘suppliers that are UK-based or located in a specific county or borough.’ Given the success of local firms in GB over the last 10-15 years, we have sought clarity on the intent of the proposed changes given that they can be construed as being counter to the principles of the UK internal market. ENGAGEMENT WITH NI AUDIT OFFICE The CEF recently met with representatives of the NIAO to discuss their follow up report to their 2019 report into Major Capital Projects. This discussion focused on current market conditions for contractors as well of the role and impact of the Procurement Board since it was re-constituted in 2020. Their report is likely to be published around the end of the year.

CONSTRUCTION SECTOR AND TRADE UNIONS COME TOGETHER TO LAUNCH LANDMARK INDUSTRY SKILLS REVIEW… Construction industry skills under the spotlight at Stormont

I n early July, at an event in Parliament Buildings, employer and employee representatives published a joint Industry Skills Review – a first for the construction sector in Northern Ireland – which brought forward a series of recommendations to deal with our skills challenge. The launch came after a year of the Construction Employers Federation working with the Unite and GMB Unions in a company called Construction Industry Futures, commissioning EY to review the local construction market and bring forward a series of recommendations for talent intervention.

Over 50 attendees from across the public and private sector, universities, colleges and training organisations joined senior political representatives at the launch which was hosted by Kellie Armstrong MLA. The Industry Skills Review identified the six most impactful interventions believed to have the most tangible impact: • Establish a Construction Skills Forum between education, government and industry - a cross-sectoral group that meet at an agreed frequency to address key issues facing the industry, with a skills focus, sponsored by an independent organisation for maximal impact. • Review of apprenticeship delivery model – ensuring apprenticeships are delivered in the most appropriate and beneficial way to best equip trainees for site work, provide them with a holistic learning experience and ensure they remain employed in work following their apprenticeship. • Skills alignment through more effective engagement by, and with, the education sector – fostering increased dialogue with education (incl. private training sector) to

achieve alignment to the necessary on-site skills through effective skills gap analysis, future planning and more agile bitesize learning opportunities. • Review of pay and rewards packages within the industry – maintaining NI’s competitiveness as an attractive employment market to local employees through improved procurement processes, better pipeline visibility and selling the benefits of a career in construction. • Technical skills development for typical construction skills – minimising the impact of trades shortages by ensuring technical skills training is widely available for all, through continuous provision of tutors, multi-skilling of trainees and better awareness of existing skills gaps. • Promotion of construction in schools – partnering with primary and secondary schools to boost the awareness of construction as an attractive career path through the improved targeting of students, provision of career advice and an increasingly joined-up approach. CSR CHANGES: LESS THAN 18 MONTHS TO GO Only 18 months remain until the deadline for Construction Skills Register (CSR) skilled cardholders and above to renew with an NVQ qualification or equivalent. This aligns with Construction Leadership Council’s (CLC) One Industry Logo requirement for GB card acceptance. Cards (blue, gold, platinum, black) obtained via assessment and Industry Accreditation must hold an NVQ or equivalent by Dec 31, 2024. Labourer cards are unaffected. DAERA TAKES FORWARD WORK UNDER NI CLIMATE CHANGE ACT Stemming from the passing of the NI-specific Climate Change Act by the NI Assembly in spring 2022, DAERA is currently consulting on Northern Ireland’s 2030 & 2040 Emissions Reduction Targets & First Three Carbon Budgets. The consultation on the high- level document will close in mid-October and appears to act as a drawing together of the proposals of the various Government Departments as they seek to deal with the intent of the Act. CEF CONSTRUCTION SURVEY UNDERLINES NEED TO PROGRESS SKILLS AGENDA

In June, the CEF Construction Survey reported skills as amongst the top four challenges the local industry is facing – access to skilled labour now ranks alongside political uncertainty, lack of pipeline and inflation as a key concern even in the short term for employers. Longer term forecasts suggest Northern Ireland will need to attract at least an extra 4,450 workers to the sector over the coming years. Given the uncertainty over pipeline and the difficulties of retaining talent locally, the outlook remains difficult. Broader challenges too remain, for instance, delivery of net-zero ambitions requires the future-proofing of the workforce including investment in retraining and the promotion of new types of skills to support the transformation of the industry. For CEF members the main skills issues identified from the survey include specific shortages in construction trades, visibility of pipeline and market confidence to recruit new workers along with the perception of construction as an attractive career path. The clearest message to emerge from the survey was that the prospects of the local construction sector are

being limited by reduced public works due to political uncertainty and inflation. The CEF Construction survey demonstrates the positive outcomes of collaboration between NI Executive and the construction sector. Over two years since PAN 01/21, a measure negotiated by CEF with the Department of Finance to address material shortages and cost increases, members’ reports show over £38 million benefit to public sector projects. This cooperation ensures project success and contractor viability in government endeavours, driven by openness and transparency. Respondents were also clear that markets in GB and RoI are currently more attractive for contractors due to their more secure pipelines, increased profit margins and better contract terms. In Northern Ireland, local political parties and policymakers are now readying for a game of catch up, the stand still continues, however, not only for the skills agenda, but across a litany of issues from planning to an uplift to building regulations and improving housing supply. In short, as others race ahead, we are preparing to start again.

The judges, who are industry experts

independent from the FMB, were impressed with the dedication and skill of those who entered and were shortlisted for the ceremony. As you will see from the report in this edition, the ceremony was a tremendous success, combining networking, celebration and fun. It epitomises the sense of a building community that the FMB strongly endorses and it encourages others looking to grow their business to join. Moffitt & Robinson Construction Ltd has won the 2023 Sustainability Award for constructing a remote, rural, carbon- zero family home built to maximise the site’s spectacular location overlooking Donegal Bay. Built using Moffitt & Robinson Construction Ltd’s passive certified timber frame, the Judging panel described it as a “great example” of a low- energy build with ‘bespoke finishes” creating “a unique style”. The house was designed to surpass the Passive House standard, achieving a default air test 50%+ better than the target criteria of .06. The client stated they were “delighted with the finished product” and are enjoying the extremely low annual running costs of €1,200.

Gareth Roddy Building Ltd won the Large Renovation Project Award at the 2023 FMB Master Builder Awards for a sympathetic renovation of its client’s fire-damaged, derelict former ancestral home. Original box sash windows were refurbished, where possible, and new cornicing and ceiling roses were made to match original profiles. During the works it transpired that the roof structure was in a more serious state of decay than at first realised. The roof was stripped, additional timbers added and original slates reused, where possible. The judging panel praised Gareth Roddy Building Ltd for incorporating original building features into a modern 2022 family home. Marlfield Construction Ltd was awarded the Bathroom Project Award for the second time, clinching the prize for a ‘spa-style’ approach to creating an accessible-living bathroom for a couple navigating increasing mobility obstacles. The judging panel hailed this bathroom creation by Marlfield Construction Ltd as “setting the bar for accessible bathrooms.” Judges noted standout features designed with the clients’ future needs in mind, such as a foldable seat, rotating shower screen, recessed alcove storage and full-body air drier. NMC NI Contracts Ltd renovated and extended a 1930s carriage house into a self-contained living area with all the charm of high ceilings, brass fittings and hardwood floors. The judges loved the fact that, even though it was a complete renovation, there was great attention to detail to keep the feel of the original building. It was also “really refreshing to see a building repurposed rather than demolished and replaced with a new build.” The client praised the contractors not only on the quality of the finish but also for going above and beyond to keep the family safe and comfortable during the renovation. Kitchen Project of the Year WINNER: NICKELL & RICHMOND

The stunning bespoke kitchen impressed the judges with a sense of sophistication inside out. Taking pride of place in this new build by Nickell & Richmond, the kitchen space to the rear is clad in black cement fibre panels to ensure a seamless finish, and the kitchen/living/dining areas are flooded with natural light, served by 3m high glazed panels and a slide patio door. A bespoke fire-proof surround was created to accommodate a bio-ethanol fire, and the contrast of the matt-finished cabinetry, stone worktops, dark wood and reclaimed brick feature walls are exceptionally well-finished. Director Steven Nickell said, “We are delighted to receive recognition from FMB on this very bespoke project. Special mention must also go to clients Robbie and Claire, John Lavery at BGA Architects and Paul Mason from

Setanta Construction Ltd was named the winner of the Commercial or Public Sector Project Award at the 2023 FMB Master Builder Awards for the creation of a gravity-defying, cantilevered, 120sqm art gallery structure in the South of France. Setanta Construction Ltd created off-site constructed building enclosure components for a challenging site location that required precise planning and clever engineering. Accessed across a short bridge, the structure is almost entirely suspended off the ground with only four small footings touching the ground. Components were made from I-Beams specially treated against termites and sheeted with Garnicia Duraply to ensure an incredibly robust structure and a long lifespan. The panel was impressed by the exceptional comments Matthew received from his employer and found the apprentice very well deserving of his

high scoring. The judges declared he is a hard-working, talented apprentice who demonstrates a love of learning new skills. Matthew is very much a team player and willing to get involved in and assist in other areas of work if required. According to the team at Rahoran, Matthew has a great relationship with his course tutor, Alan, and loves to be challenged. He has been learning in both commercial and residential environments. Recently, the apprentice showed his skills in the refurbishment of a private home. He learned to put up stud walls, joists, roofing and door frames, but his favourite part was doing the wall panelling, a new skill he picked up instantly and with a level of detail and eye for accuracy that is second to none. Matthew shows extraordinary character and is extremely trustworthy. Thanks to the apprentice’s politeness and courteous manner, he will thrive in any job or situation. Matthew is also extremely kind: a family member of one of the staff had been on a ventilator for many months during the Covid pandemic. Matthew offered a listening ear to the staff member and continues to do so and show support. The apprentice will represent Northern Ireland at the 2023 National Master Builder Awards in London, on 22 September.

Lowry Building & Civil Engineering Ltd delivered the regeneration and development of the Ballycopeland Windmill site in Millisle. The £1.2 million project included the construction of a visitor centre with a coffee shop, a new access road with car parking facilities and refurbishment of the existing miller’s cottage and kilnman’s house to complement the great historic value of the site. The judges highlighted the contractor’s commitment to preserving the original fabric of the building. LBCE employed the highest skilled tradesmen, sourcing a specialist and liaising with the Historic Environmental Division to ensure the chosen materials, paints and finishes were authentic, maintaining the visual aesthetics of the listed structure. James Wylie Building & Joinery was named the winner of the Small Renovation Project awards for the addition of a kitchen extension to a private residence in Ballyclare. A structural design change required removal of a gable wall using props and pins to support two upper storeys on the restricted site. James Wylie provided an innovative bulkhead solution over the kitchen island to conceal a large steel beam and eliminate the need for a cooker hood. The Judges noted how professionally the firm dealt with the technical challenges on this build, with the client stating how the team was “always keen to improve plans or design, if needed.”

The extension of the Georgian-style family home was conceived by architect Sharon Johnston from Designs for Living and is so seamless it looks like it had always been part of the house. The project included the renovation of the existing dwelling, a loft conversion and three extensions. The extension to the rear provides a large, open-plan, modern kitchen/living/dining area. The judges commended G M Construction’s creation of a modern, bright, living space with French windows opening out onto a large, natural-stone-tiled patio. The panel also appreciated the contractors’ relationship with both the architect and clients to complete the project in a timely manner during the pandemic.

The panel classified McKelvey Construction Ltd as an impressive company due to its proactive approach to Brexit, the Covid pandemic, tradespeople shortages and other challenges in the past few years. These issues required dedication and financial investment, especially in skilled labour and professional staff. McKelvey Construction Ltd upskilled staff by providing training in various areas, including trade skills, management and sustainability. The judges also highlighted the company’s investment in sustainability. The contractors have appointed a Sustainability Manager to oversee and maintain standards, obtain appropriate knowledge and implement a best-practice approach. McKelvey Construction Ltd has joined the Sustainability Supply School and achieved silver certification whilst overhauling the company’s sustainability practices. The company was praised for its confident leadership by incorporating a “workers’ voice” in management decisions. As part of their social value and well being practices, McKelvey Construction Ltd improved working conditions for staff, which attracted new high-quality personnel to fill vacant positions. Now they provide flexible working conditions to allow for personal needs, flexitime, working from home to reduce weekly commute times and increased education and CPD training. The staff has completed courses in Fairness, Inclusion and Respect as well as Social Value and Social Value International (SORI). The judges also commended McKelvey Construction Ltd for their impressive fair pay and payment processes.

RICS Northern Ireland regional board has appointed Martin RICS APPOINTS NEW NI CHAIR

professional with Belfast City Council, said that one of his key goals in office will be to promote surveying as a profession in Northern Ireland, including the opportunities it can create and the critical role it plays. Taking over from Ulster University lecturer Sharon McClements, Martin said that while surveyors play a key role in shaping, enhancing and protecting Northern Ireland’s built environment, there currently aren’t enough of them, which has been a challenge for the industry over recent years. He said that inspiring the next generation is critical for the industry and the economy, and that more talented young surveyors coming through in the industry will help Northern Ireland deal with its infrastructure deficit, its housing shortage and its need to be more sustainable.

NEWRY CONCRETE BUSINESS GOES ON MARKET PRICED OVER £1.5M

Newry concrete maker, Smith Concrete, including its substantial site and production facility, has been put up for sale as a going concern with an asking price of over £1.5million. Based at Greenbank Industrial Estate, Smith Concrete is a highly-successful mini-mix concrete firm operating across the island of Ireland. It was established in 1984 by James Smith, a bricklayer who saw a market for the manufacture and supply of high-quality concrete products. Today it employs over 17 people. In addition to the successful trading

business, the sale includes the company’s 2.1 acre site, its 7,500sqft production facility, a concrete batching plant, a modular main office building, an admin facility building, machinery, equipment and vehicles. MCKELVEY CONSTRUCTION’S EBRINGTON HOTEL PROJECT SHOWCASES ADEPTNESS AND EXCELLENCE DURING UNCERTAIN TIMES… RESHAPING HERITAGE WITH PRECISION

I n a challenging construction and economic landscape, Ebrington Hotel’s transformation by McKelvey Construction is a prime example of resilience, forward thinking and meticulous attention to detail. The £15.5 million, 18-month project involved the construction of a new, four-level building alongside the refurbishment of five Listed buildings to form the luxury Ebrington Hotel, boasting a 4-star rating. The hotel is located on the 19th century former Ebrington military barracks, with works including the restoration of the iconic Clock Tower building. McKelvey Construction successfully delivered the deluxe hotel accommodating 91 bedrooms with the potential to increase to 152-room capacity. Also provided was an exquisite function room, contemporary 140-seater

restaurant, a range of bars and lounges and opulent spa facilities including a hydrotherapy pool. OBSTACLES Every large-scale project has its share of trials. Ebrington Hotel’s journey was marked by challenges like Brexit, Covid-19 and economic inflation hikes, causing labour issues, supply chain disruptions and cost variations, all emphasising the adaptability of McKelvey Construction. “Due to the complex nature of the buildings, the project required significant redesign and cost management to bring it in on budget and schedule, without impacting the overall finish of the hotel,” explained Richard Crawford, Contracts Director for McKelvey Construction. “We essentially entered into an open book value engineering process with

the client, architect, the client’s QS and our own QS to fulfil the project’s revised needs. “ “It was essential that we achieved public access standards to facilitate the court application for a licence to sell alcohol in time for the July 7 opening date, something which was imperative to the success of the client’s business plan. Our incredible team fully committed to the project, undertaking considerable out-of- hours working to confidently complete on time.” Further complexities were added by regulatory demands from bodies such as the Heritage Environment Division (HED), Scheduled Historical Monuments, Building Control and the Fire Authority, not to mention the high expectations of a discerning client. “We have successfully delivered projects on the Ebrington site for over 20

years, so we had extensive experience collaborating with the HED and additional bodies involved in maintaining the Listed buildings. Extensive aspects of the Listed buildings had to pass through planning permission, with the HED involved in all negotiations. We were required to retain as much of the original structure as possible, with all alterations completed sensitively and in conjunction with the HED, a process which was ongoing for the entire project.” The client emphasised the importance of energy conservation in order to reduce the operational costs of the building. “To reduce these costs and environmental impact, we installed solar panels, energy-saving fittings and high- grade insulation as well as increasing the airtightness of the building,” said Richard. QUALITY CONTROL Richard praised the project’s exceptional level of finish. “The quality surpasses any other hotel in this region of Northern Ireland. We engaged competent

contractors with whom we had worked previously and were confident they could deliver complicated works to exceptional standards, within the critical deadline.” “We had a QS on site for the full duration of the project, which is quite unusual, but given the volume of the site and required outcomes, we felt it necessary to manage the project to achieve all KPIs.” Commenting on the completion, Richard said, “We have been working on the site for over two decades, stabilising, maintaining and sensitively modernising the heritage buildings. It was fantastic to be able to see it through to completion and open to the general public. “We take immense pride in our accomplishment of bringing this landmark structure to fruition, exceeding all of our client’s expectations. Managing the complex installations of a 4-star hotel building within a strict timeframe and budget whilst upholding conservation, quality, H&S, environmental and social responsibilities is an immense achievement.”
