AVIS DE DÉCISION DANS LE CANTON DE RUSSELL CONCERNANT UN PLAN D’AMÉLIORATION COMMUNAUTAIRE SECTION 28 DE LA LOI SUR L’AMÉNAGEMENT DU TERRITOIRE, LRO 1990 Une décision a été prise par le Conseil de la Corporation du canton de Russell, le 14 e jour de décembre 2015, pour désigner les zones du projet d’un plan d'amélioration communautaire et pour adopter un plan d'amélioration communautaire pour le centre-ville et quartiers commerciaux d’Embrun et de Russell, règlements n° 2015-143 et 2015-145. Objet et effet du plan d'amélioration communautaire : le plan d’amélioration communautaire d’Embrun-Russell / PAC établit un cadre pour le canton de Russell an de soutenir et mettre en œuvre une série de programmes sur une période de cinq ans, an d'encourager l'entretien, la réhabilitation et la revitalisation d’espaces publics et privés, et de fournir des incitations nancières pour atteindre ces objectifs au sein de la zone du projet PAC.
Purpose and Effect of the Community Improvement Plan: The Embrun-Russell Community Improvement Plan/ CIP establishes a framework for the Township of Russell to support and implement a series of programs over a ve-year period, to encourage the maintenance, rehabilitation and revitalization of public and private spaces, and to provide nancial incentives to achieve these objectives within the CIP Project Area.
Additional information, including the complete By-laws, are available for public inspection in the Township of Russell Municipal Ofce during regular ofce hours.

Any appeal to the Ontario Municipal Board must be led with the Approval Authority (Township of Russell) to the attention of the Clerk, no later than January 12, 2016, at 4 p.m.

The appeal must be in accordance with the OMB guidelines http://www.omb.gov.on.ca and it must 1) Set out the specic part of the proposed CIP to which the appeal applies; 2) Set out the reasons for the appeal; and 3) Be accompanied by the fee prescribed under the Ontario Municipal Board Act in the amount of $125.00 payable by certied cheque or money order to the Minister of Finance, Province of Ontario. Who can le an appeal: Only individuals, corporations or public bodies may appeal a decision of the Approval Authority to the Ontario Municipal Board. A notice of appeal may not be led by an unincorporated association or group. However, a notice of appeal may be led in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the CIP was adopted, the person or public body made oral submissions at a public meeting or written submissions to the Council or, in the opinion of the Ontario Municipal Board, there are reasonable grounds to add the person or public body as a party. The decision of the Council of the Township of Russell is nal if a notice of appeal is not received on or before the last day for ling a notice of appeal.
L'appel doit être en conformité avec les lignes directrices de l'OMB http://www.omb.gov.on.ca et il doit 1) préciser la partie spécique du PAC proposé à laquelle l'appel s’applique; 2) indiquer les raisons pour l'appel; et 3) être accompagnée des droits prescrits aux termes de la Loi sur la Commission des affaires municipales de l'Ontario au montant de 125,00 $ payable par chèque certié ou mandat à l'ordre du ministre des Finances, Province de l’Ontario. Qui peut déposer un appel : seuls les particuliers, les entreprises ou les organismes publics peuvent interjeter appel d'une décision de l'Autorité de l'approbation de la Commission des affaires municipales de l'Ontario. Un avis d'appel ne peut être déposé par une association ou un groupe non constitué en société. Toutefois, un avis d'appel peut être déposé au nom d'une personne qui est un membre de l'association ou du groupe en son nom. Aucune personne ou organisme public doit être ajoutés en tant que partie à l'audition de l'appel, sauf si, avant que le PAC soit adopté, la personne ou l'organisme public a présenté des observations orales lors d'une réunion publique ou des communications écrites au Conseil ou, qu’il existe, de l'avis de la Commission des affaires municipales de l'Ontario, des motifs raisonnables de joindre la personne ou l'organisme public en tant que parti. La décision du Conseil de la municipalité de Russell est dénitive si aucun avis d'appel n'est reçu le ou avant le dernier jour pour déposer un avis d'appel.
