Have a working knowledge of JCT suites and NEC 3/4 • Provide comprehensive quantity surveying ser - vices and contractual documentation advice for the consideration of internal project professionals and the Assistant Director of Estates and Facili - ties. • Contribute to the development and implementa - tion of additional cross departmental processes, systems and procedures. • Working alongside the Category Manager Issue KPI’s to framework consultants, monitor service delivery and report results to the Assistant Direc - tor of Estates and Facilities. • Assist with the procurement process across Es - tates Services, ensuring that all stages including pre-qualification, enquiry, analysis, selection, and contract preparation are performed effectively, writing tender reports. • Oversee and ensure team compliance with the Project Management Handbook and that estab - lished gateway review procedures are adhered to by all parties to the project and that each gateway report and presentation captures the current status of, as a minimum, programme, cost, risk, quality, scope and issues. • Be appointed as and fulfil the role of an Author - ised Person (AP) or Responsible Person (RP) as required ensuring that full personal training is undertaken. Financial control • Undertake estimating and cost planning activities to an appropriate level of detail to the project RIBA work stage including the preparation of approximate estimates and outline costs, setting and agreeing cost limits for projects. • Coordinate the development of Operational Cost (Op Ex) benchmarking and studies. • Lead project teams through Robust Value Engi - neering Exercises, ensuring maximum ‘value’ is derived from every project in the programme. • Develop and implement an approach to internal cost advice, providing internal teams with a standardised cost library/database. Provide cost information to the AUDE capital database and for costings/benchmarking. • Work alongside the Director of Estates and Facil - ities and the Assistant Director of Property Ser - vices to inform and update the University Capital Plan
• Contribute to the development, delivery, main - tenance and regular update of the University’s condition survey and associated backlog main - tenance registers annually and prepare business case submissions for capital funding in support of the development of programmes of investment. Provision of information • Working alongside appropriate colleagues, develop, maintain and operate formal policies and procedures for the Estate and Facilities directorate, permit to work systems, safety alerts and other statutory responsibilities. • Ensure team and project compliance with the University of Huddersfield Technical Standards and any derogation is documented as per the agreed procedure. • Oversee the development of preventative main - tenance programmes ensuring full compliance with all relevant legislation, codes of practice and guidelines. • Advise and guide Project Managers/Building Surveyors/Assistant Building Surveyors/M&E En - gineers on project related issues ensuring timely and accurate flow of information. • Provide high quality written and verbal reports in a timely manner to Stakeholder Groups, Capital Project Steering Group, Programme Board and other groups as required. • Oversee and ensure all projects adhere to the Project Risk Management process so that project risk is effectively managed. Miscellaneous • Investigate and respond to complaints received from students, visitors, staff and the public regarding the services offered by the property services teams. • Represent the Directorate and University at meetings, committees, and forums in relation to Property Services matters and deputise for the Assistant Director of Estates, Property Services when required with regard to all relevant func - tions of the Estates and Facilities Directorate. • Develop and maintain excellent stakeholder engagement and communication, including but not restricted to senior leadership, school and professional services staff, and external bodies. • Keep abreast of new standards and best practice with regard to Strategic Estates Development and recommend how they can be used to further the University’s strategic aims. • Undertake any other duties as required.

Job Purpose: • Provide professional, strategic, and operational, cost, contract and project management services. • Taking a lead role in the development and imple - mentation of Estates and Facilities approach to contract and project management governance systems and methodologies. • Play a significant role in the delivery of long-term maintenance and major capital projects, ensuring they are delivered to business case objectives and all appropriate time, cost and quality parameters. • Support the operational work of the Estates and Facilities directorate, working collaboratively with schools and other directorates. • Proactive contribution to the Estates and Facilities team and the broader University organisation by working in an open and collaborative manner. Main Duties and Responsibilities: Management • Working closely with the Assistant Director of Es - tates and Facilities lead on the delivery of allocat - ed projects, ensuring all projects are developed and delivered in line with agreed time, cost and quality parameters. • Manage and lead Project Managers, Building Surveyors, M&E Engineers, ensuring workload is planned in line with requirements and resources are aligned and adequate to deliver programme objectives. • Assist Project Managers/Engineers/Building Surveyors with the appointment of consultants and contractors. • As and when required act as Contract Adminis - trator on small, medium and major projects. • Provide clear, concise and timely programme level reports to the Assistant Director of Estates and Facilities, ensuring all programme risk is identified for active management. • Line manage, and guide, Project Managers, and any other additional technical project delivery professionals as required as need arises. • Lead project stakeholders to develop their business case requirements, aspirations and constraints to create and develop the project brief
and ensure sign off at relevant stages in accord - ance with the recognised governance framework and in a consistent and timely manner. • Oversee and ensure project/programme ob - jectives are clear and understood within the University and external project teams, including BIM strategy, environmental mandate and project constraints. • Work with relevant internal and external col - leagues to provide advice to the Assistant of Estates and Facilities on procurement strategies and forms of contract for project teams and contractors, ensuring compliance with University Financial Regulations • Work alongside the Assistant Director of Estates and Facilities on the assembly and management of external project teams. • Lead in managing external project team per - formance, liaising with the Assistant Director of Estates and Facilities where required and ensure all deliverables from the team are provided in a consistent and timely manner. • Lead in ensuring the periodic review of perfor - mance is undertaken and feedback provided to ensure service level received meets or exceeds requirements and any poor performance is addressed promptly. • Significantly contribute and influence a team of external consultants, external design teams and contractors to ensure delivery of the University’s capital investment plan and associated projects. Ensuring work is completed to the highest stand - ards and in full compliance with the University’s Technical Standards, legislation and Approved Codes of Practice. Technical • Develop, implement and support a standardised approach to contract documentation production and administration ensuring that University pro - ject risk is effectively apportioned and managed. Oversee and ensure all appropriate contractual arrangements are agreed and in place before work commences or escalate as appropriate. Work with University external legal advisors and
