session of Russell Township council. “Everybody expected this budget would be a very tight one.” The mayor noted that the budget docu- ment confirms the annual provincial-municipal support grant will see another reduction as happened in previous years. How much of a reduction there will be is still not certain. “We’ll have to adjust for that next year,” he said. François St-Amour, mayor for The Na- tion and this year’s warden for the United Counties of Prescott-Russell (UCPR) expressed some relief with the 2012 pro- vincial budget document. “The bad news did not come down after all,” he said, “and the good news is that (provincial) uploading continues.” St-Amour noted that the provincial government is keeping its promise to stop downloading some social service and other program costs onto local governments will help ease the burden for municipalities which by law have to balance their bud- gets each year. The planned reduction of the provin- cial-municipal support grant comes as no surprise. “They’ve been trimming it five per cent for the past few years,” St-Amour said. The warden for the counties had one piece of praise for the provincial government. He gave the McGuinty Liberals credit for making a serious effort with the 2012 budget to rein in deficit spending and start bringing down Ontario’s own government debt. "First of all, I always like to start on the positive side," said Mayor Jean-Yves Lalonde of Alfred-Plantagenet Township. He cited both the continued uploading of social program costs and retention of the EODF as two good-news items in the pro- vincial budget. He also noted that during past discussions with the MPP about pro- vincial budget planning, he reminded Crack that rural municipalities have just as many problems with maintaining and improving their roads, bridges and other infrastructure as larger cities and towns. "Smaller municipalities like ours may have smaller projects," he said, "but we don't want to be pushed aside." The City of Clarence-Rockland's mayor, Marcel Guibord, is studying the provin- cial budget document in preparation for an in-depth review he wants to present during a future session of council.
There is at least one thing in this year’s provincial budget that is good news to both rookie Liberal MPP Grant Crack and local politicians. Otherwise it held no real surprises after all the warnings from Queen’s Park about the need for restraint and careful spending. Glengarry-Prescott-Russell’s new voice in the legislature is happy to see that the Eastern Ontario Development Fund (EODF) will continue as part of the McGuinty Liberal government’s economic development program. “As MPP of a rural riding, I have seen firsthand how the Eastern Ontario Development Fund has created jobs in our community,” Crack stated in a press release following the March 27 provincial budget announcement. “I am pleased our government is maintaining this important program, in partnership with the Jobs and Prosperity Fund, to support businesses in Eastern Ontario.” The provincial budget also promises support for continued health care service improvements in Eastern Ontario through the redevelopment of the Ottawa Heart Institute, expansion of both the Queensway Carleton Hospital and the Hawkesbury and District General Hospital, and buil- ding a new Health Hub in Orléans. The mayors for Russell Township and neighbouring Nation municipality were not too surprised by the 2012 Ontario bud- get after their initial review of both the highlights report and the main document itself. “Overall there are no big surprises,” said Mayor Jean-Paul St. Pierre during a break in the March 2 committee of the whole
