ABOUT PEARLAND Pearland is located in the Texas Gulf Coast Region in northern Brazoria County with portions of the City located in Fort Bend and Harris Counties. Outstanding public schools and safe neighborhoods are Pearland hallmarks. This innovative, fast-growing community is approximately 20 minutes from downtown Houston and 8 miles from the Texas Medical Center. The Johnson Space Center, Port of Houston and William P. Hobby Airport are key nearby regional assets. We pride ourselves on focusing on perpetual improvement of the quality of life for Pearland residents and visitors. This is accomplished by continually investing in capital improvements over 5 year increments that will be sustainable for the next 50 to 100 years of growth and prosperity. BUDGET OVERVIEW An organization’s purpose drives continuous innovation and improvement, moving our City ever-forward. Everyone has their own take on what lies at the heart of public service. This year, the City kept “prepare” at the center of the conversation in developing the Fiscal Year 2019 (FY19) Budget; ensuring effective investment, growth and development of core services that make our community.
PUBLIC SAFETY INVESTMENT In Pearland, we have grown the Public Safety staff, resources, training and technology to be even more modern and professional, a long-standing Pearland commitment. Expenditures for Police and Fire in FY19 represents 57% of the $80.4 million in General Fund expenditures at $45.2 million. The $45.2 million funding level for Police and Fire is $1 million, 2.3% more than the FY17 actual amount, driven by necessary increases in staffing levels, compensation levels and capital replacements. CAPITAL IMPROVEMENTS Our Capital Improvements Plan has $676.1 million of projects in the next five years. The vast majority, $335 million, is needed for water and wastewater improvements. Those needs are repaid by users of the systems, from the City’s Enterprise Fund that operates as a business, charging rates to ensure the fund is self-supporting. For the remaining $341 million, $175 million is for new street widening or extensions across Pearland. Improving quality of life is also a key driver in the City’s 2019 Budget.

PROPERTY TAX RATE 6-YEAR COMPARISON Pearland’s property tax rate for Fiscal Year 2019 is $0.709158. Over the past few years, the debt component has decreased due to refinancing of existing debt and growth in the prop- erty tax base, while the operating component of the tax rate has increased in response to the increasing needs of our growing community. Growth within in-City Municipal Utility Districts (MUDs) has led to an increase in the amount the City is required to reimburse the MUDs. In Fiscal Year 2019, there was an increase in the operating component of $0.024099 and a decrease of $0.038 in MUD Reimbursements while the debt service component remained flat.
SALES TAX REVENUE IN MILLIONS Sales Tax, primarily composed of a one cent local sales tax collection (from the City’s General Fund), is estimated to increase from $22.0 million in Fiscal Year 2018 to $22.8 million in Fiscal Year 2019. The sales tax revenue has increased as the local economy improves. The Pearland Economic Development Corporation also collects a half-cent local sales tax, which is not reflected in the numbers.

GENERAL FUND REVENUE INMILLIONS Sales and Use Tax revenue makes up 28.3% of the General Fund, which is 1% of all taxable sales. Property Taxes account for 26.4% of the General Fund and come from the City’s $0.0279158 tax rate, which funds operations. Service Charges (21.8% of revenues) include ambulance fees, parks and recreation fees and administration fees from the Tax Increment Reinvestment Zone (TIRZ). Franchise fees (9.0% of revenues) come from utilities (gas, cable, electric, telephone and garbage) for use of City right of ways.
HOW THE CITY ALLOCATES MONEY FROM THE GENERAL FUND ($80.4 MILLION) Adopted General Fund expenditures for Fiscal Year 2019 total $80,424,112. Public Safety (Police & Fire) accounts for 56.3 of the total budget as services are provided 24/7. There are 647 positions (full and part-time) in the General Fund of which 389.5 or 60% are Public Safety related.

Pear-Scape
Pear-Scape is a Public Art Sculpture Trail in Pearland. Envisioned by the Pearland Convention & Visitors Bureau, twenty fiberglass cast pears artistically painted by local artists have been placed in ten locations throughout Pearland.
