Project set-up The post holder will be expected to lead on the following: • Prepare a project initiation plan that sets out the management arrangements for the project using an appropriate IT system. • Set up and lead the project design team. • Work closely with project sponsor/chairman to lead the work on behalf of the Trust Board for setting the design brief and assist in the development of the business case. • To appoint and effectively manage the design consultants and contractors to ensure delivery of the project. • To ensure that clear and firm project plans and programmes are in place, ensuring the full integration of services, physical, and financial planning. • To advice on PFI, PPP and Procure 22 by researching best practice and latest guidance, and by establishing link with other Trusts and NHSI. • Co-ordinate and procure advice from external advisors as necessary on a project by project basis to ensure the procurement process complies with OJEU and EC regulations that reflects government guidance and represents value for money. • Ensure the Trust meets it obligations as clients with regard to the construction design management regulations on a project basis. • Utilise wide understanding to advise on contractual forms of construction contracts and procedures. • Liaise with operational colleagues within Estates, Facilities and IM&T on the impact of the development. Briefing • Manage the client briefing process to ensure that the detailed design brief, including complex design requirements to enable the Trust to deliver its objectives and meet the needs of patients, their families and Trust staff, using all resources, including space efficiently. • The design brief will meet all national guidance and statutory requirements and is able to demonstrate value for money. • Prepare and manage the client brief and co-ordination of the client briefing process within the Trust and any external stakeholders. • To develop effective working relationships with Trust departments who have an interest in the progress of the projects. • Close liaison with Estates and Facilities, Risk and Health & Safety Advisors, Fire Office, Infection Control, Security Managers and other
specialist officers and other senior members of the healthcare community. • Brief and manage external consultants design teams on the objectives of the projects and their expected role within it. • To ensure that good communications is maintained with clinicians, Executive Directors, NHSI and other interested parties as projects progress. • To ensure that the client user groups’ views are obtained and considered throughout the project development and maintain a positive relationship with other team members in order to deliver a professional service to clients and users. Business Case • Prepare the capital development sections of business cases and assist directors, clinicians and other staff in the preparation of the facilities and estates sections of new development business cases. • To support end users in the overall development of the business cases. • Develop a wide knowledge of Health Service procurement procedures, regulations and systems relating to capital investment. Design • Maintain a good working understanding of the construction design and procurement process and techniques. • Ensure that all procedures within the Capital Investment Manual are followed and that sign off is undertaken as required. • Carry out all relevant liaison and negotiations with local authorities, public bodies, and other organisations for and on behalf of the Trust. • Ensure that the contractor provides co-ordinated working and fabrication drawings during the construction process. • Co-ordinate the design team and contractor to ensure that the project has an effective engineering commissioning process and programme. • Interpret complex design information and communicate to users teams by verbal / report format.
