expansion of mental health counseling and of teacher preparation programs. The fund also provided $160 million to fully fund the Washington College Grant and make it an entitlement for low-income students. An over-estimation of revenue and an under-estimation of student demand created a funding gap, which is covered by the B&O patch, ESSB 6492. The measure increases the surcharge on large businesses and is projected to cover the entire deficit. Common Application - SHB 2514 / SSB 6142 are companion bills that would require all the universities to enroll students using a tool called the “Common App,” an undergraduate college admission application that allows students to apply to any of more than 800 member colleges and universities in 49 states and the District of Columbia, as well as in Canada, China, Japan, and many European countries. Debt Collection - SHB 2513 would restrict the ability of universities to withhold registration and transcripts as a means of debt collection. Dual Credit State Support - SSB 6505 would make all dual credit programs free for high school students. The bill is in flux at this time, but reducing or eliminating the cost to students would be significant for CWU, which is by far the state’s largest provider of dual credit programming. CWU expects to serve more than 5,000 students through Running Start and College in the High School programs this year. Loans for Undocumented Students - SSB 6561 creates the Undocumented Student Support Loan program and is subject to appropriation. Undocumented students will be able to access low-interest loans that are competitive with federal student loan programs. Sexual Misconduct Investigations - SHB 2327 ensures that claims of sexual misconduct are investigated and records are maintained in employee personnel files. Employees would have to sign a statement about their past upon hiring and share records during reference checks. Non-disclosure agreements are prohibited and the Washington Student Achievement Council must develop a standardized statewide campus climate assessment.
