COST AND PROGRAMME MANAGER Job Description

Cognita’s Operations Department is responsible for overseeing and delivering all UK capital development projects and programmes of work, managing the UK acquisitions and disposals, property and asset Management, maintenance, and services management (including catering, cleaning and transport). Reporting to the Operations Director, the Cost and Programme Manager will provide strategic and commercial leadership on all cost management, programme & planning, procurement and contractual matters to support the capital investment strategy. You will provide a professional support service to all aspects of the Operations Department in the delivery of its services related to all business units across the UK school’s portfolio including whole life cycle costing, capital projects, refurbishments and maintenance works. The successful candidate will possess relevant experience in a quantity surveying, cost management or a commercial leadership role in the construction and property sector. With the formulation of investment across their portfolio it is vital that the programming of projects, forecasting and management of costs and expenditure is exemplary and that procurement methods provide maximum value for money. You will have experience of cost reporting and providing assurance on projects and programmes from a cost, contract and risk perspective and will relish the challenge of achieving value across a broad range of development and estates management activities. Within School Support Centre: Cost Management • Track current year project spend and forecast future year project spend across all budgets • Manage monthly cash flow requirements across all budgets • Work with Operations budget holders to set and review annual budgets • Assist the Operations budget holders in understanding their budgets and monthly reports, including any commitment, available funds and forecasts • Enhance and support all Operations cost reporting and forecasting to Finance • Work with Operations Project Managers/Operations Building Managers and Cognita colleagues to ensure Investor Memorandum (business case) information is correct before submission to Finance • Provide budget costs for maintenance and refurbishment capex works • Provide cost advice for in-house feasibility studies and projects Programming & Planning • Develop & maintain central project tracker and long term project programme across all budgets • Produce the Capex Committee information as required • Oversee end of year accrual process across all budgets

Procurement • Lead on contract advice (type, version, standard clauses etc.), work with Legal team and external QSs. • Oversee construction procurement in-house and advise external QSs • Standardise contract documents and formats (initial plans or drawing register, sign in same place etc.) • Advise on financial aspects of tender returns – consultants and contractors (vfm, reasonableness etc.) • Monitor external consultant fees across all projects • Carry out client monitoring role on external consultant QSs • Oversee, prepare tender documents, review and report on non-construction procurement (catering, transport etc.) • Prepare tender documents for in-house maintenance/refurbishment works and projects • Prepare tender documents for future estate wide contracts (e.g. maintenance alarms, astro turf, PAT testing, tree surveys etc.) • Work with other Cognita departments (Finance and Legal) to develop standards (e.g. General Conditions & Prelims, standard contract clauses, cost reporting formats for external QS’s etc.)

• Assist with Whole Life Cycle costing for design evaluations • Set up and maintain a database of Cognita project costs. • Record write-offs / acquisitions in any Fixed Asset Register • Review all T’s & C’s and appointment documents for external consultants To support schools: • Support to provide budget costs for local works • Support with the preparation of tender documents for local works
