City Council and Planning & Zoning Meetings are held at 6:30 p.m. at City Hall located at 3519 Liberty Dr., Pearland, Texas 77581. BUDGET OVERVIEW An organization’s purpose drives continuous innovation and improvement, moving our City ever-forward. Everyone has their own take on what lies at the heart of public service. Here are just a few examples from City of Pearland employees: 1. Community building, providing vital public services to all fairly and equitably. 2. Make the lives better for our citizens. 3. To create an attractive and safe community where citizens and businesses will realize value in establishing roots. This year, the City kept “purpose” at the center of the conversation in developing the Fiscal Year 2018 (FY18) Budget; ensuring effective investment, growth and development of core services that make our community. PUBLIC SAFETY INVESTMENT In Pearland, we have grown the Public Safety staff, resources, training and technology to be even more modern and professional, a long-standing Pearland commitment. Expenditures for Police and Fire in FY18 represents 54% of the $78.7 million in General Fund expenditures at $42.6 million. The $42.6 million funding level for Police and Fire is $4.1 million, 11% more than the FY16 actual amount, driven by necessary increases staffing levels, compensation levels and capital replacements. CAPITAL IMPROVEMENTS Our Capital Improvements Plan has $566.2 million of projects in the next five years. The vast majority, $326.2 million, is needed for water and wastewater improvements. Those needs are repaid by users of the systems, from the City’s Enterprise Fund that operates as a business, charging rates to ensure the fund is self-supporting. For the remaining $240 million, $116.6 million is for new street widening or extensions across Pearland. Improving quality of life is also a key driver in the City’s 2018 Budget. The construction of two new trails, totaling $6.2 million, are planned for FY 2018.
INFRASTRUCTURE ASSET RECAPITALIZATION EFFORTS
The FY18 Budget allocates $1.7 million towards the repair of existing streets and sidewalks. That amount is equal to the amount allocated in the FY17 Adopted Budget but considerably less than the targeted $5.5 million to maintain average infrastructure conditions for streets and sidewalks. With the approved funding, street rehabilitation is planned to take place on the following streets and in the following areas: • Keis Rd., Warren Rd., Williams St., Herbert St. (South of Bailey Rd. and west of BNSF RR) • Seddon Rd. • Long Leaf Dr. • Sterling Dr. • King Authors Ct., Camelots Ct. (Sommersetshire) • Scott Ln., Comal St., Pecos St., Rice Rd., Woody Rd. (Brookland Acres) Sidewalks are an integral part of the City’s overall infrastructure wellness. Over recent years, the City has shown a higher level of effort in restoring the sidewalks to a better overall condition. The current inventory of sidewalks is approximately 547 miles. To date, the City has repaired approximately seven miles of sidewalks. The right of way assessment of the sidewalks recommended an annual expenditure of $1.5 million per year to bring the sidewalks to the same level of service as the roadways. Sidewalks up for repair include the completion of the Southdown subdivision and the start of sidewalk repair in the Oakbrook subdivision. Read more at pearlandtx.gov/budget .

PROPERTY TAX RATE 6-YEAR COMPARISON SALES TAX REVENUE IN MILLIONS
component of the FY 2018 tax rate to reduce further; by $0.0100 below the FY 2017 debt component. The operating component has increased $0.013859 over FY 2017 to account for the operations and maintenance of the services and capital assets brought online via the Capital Improvement Program. The City’s portion is about 25% of the total property tax rate, depending on the location of the property.
Pearland’s property tax rate for Fiscal Year 2018 is $0.685059. Over the past years, the debt component has increased due to an aggressive Capital Improvement Plan, while the operating component of the tax rate has remained relatively stable due to other revenue sources. In Fiscal Year 2017, a decrease in the debt component of the tax rate of $0.0428 and an increase in the operating component of $0.0187 was recognized. Refinancing debt at lower interest rates has allowed the debt service
Sales Tax, primarily composed of a one cent local sales tax collection (from the City’s General Fund), is estimated to increase from $20.3 million in Fiscal Year 2017 to $21.1 million in Fiscal Year 2018. The sales tax revenue has increased as the local economy improves. The Pearland Economic Development Corporation also collects a half-cent local sales tax, which is not reflected in the numbers.

Adopted General Fund expenditures for Fiscal Year 2018 total $78,715,518. Public Safety (Police & Fire) accounts for 54.1% of the total budget as services are provided 24/7. There are 689 positions (full and part-time) in the General Fund of which 407 or 59.1% are Public Safety related. HOW THE CITY ALLOCATES MONEY FROM THE GENERAL FUND ($78.7 MILLION)

Sales and Use Tax revenue makes up 27.0% of the General Fund Revenues. General Fund sales tax is applied at the rate of 1% of all taxable sales. Property Taxes account for 26.2% of the General Fund revenues and come from the City’s $0.255059 operating tax rate to fund operations. Service Charges (20.0% of revenues) include ambulance fees, parks and recreation fees and administration fees from the Tax Increment Reinvestment Zone (TIRZ). Franchise fees (9.0% of revenues) come from utilities (gas, cable, electric, telephone and garbage) for use of City right of ways.

In FY17, the City sponsored a Compensation & Classification Study in order to establish market rates for positions citywide. This funding will allow the City to adjust rates to be at 100% of the established market rates citywide.
These two additional officers would bring the total patrol staffing up to 101 police officers. The Police Department recommends adding seven patrol officers over the next three fiscal years to bring staffing to an adequate level.
This funding represents a Continuous Onboarding program that begins in the 2nd quarter of FY18 that would bring onboard a total of 9 new firefighters by the end of the Fiscal Year, reducing overtime and preparing for the opening of future Fire Stations.

2018 FEBRUARY Go Texan Day has been a Texas tradition since the 1950’s and is celebrated in Pearland each year the Friday before the rodeo parade. 2018 JUNE The Atlantic Hurricane Season begins June 1 and lasts until Nov. 30. Preparedness is the key to protecting Pearland residents and property. By doing so, residents ensure that they will survive if a hurricane threatens the Pearland area. By knowing areas of vulnerability and what actions to take, citizens will be prepared in the event of an emergency. The City of Pearland recommends all residents develop an emergency plan for communicating with family and friends, build a disaster supply kit, obtain a Weather Radio and stockpile non-perishable food items and bottled water. Residents should also stay updated by signing up for emergency alerts at pearlandtx.gov/alerts .

2018 AUGUST The Delores Fenwick Nature Center will provide a hands-on setting for environmental education and training programs as well as achieving environmental objectives including recycling, storm and wastewater treatment, drainage management and community education. The new facility will be located at 5750 Magnolia Street in the John Hargrove Environmental Center (JHEC) complex, which currently houses the Stella Roberts Recycling Center, a water treatment plant and a recently completed trail system. The proposed construction completion date is August 2018.

2018 SEPTEMBER Wetlands are a vanishing but important part of the Texas Coastal Plains where we live. More than half the bird species in North America depend on wetlands for some part of their life cycles. Wetlands have been called the “Earth’s kidneys” because they naturally filter and break down pollutants through the plants and microbes that live in them. Restoring and creating freshwater wetlands in our area will improve water quality, natural habitat for wildlife and green space for people to enjoy. The City of Pearland has the only floating wetlands in the country located outside of the Stella Roberts Recycling Center. Stop by and check them out.

2018 NOVEMBER Veterans Day originated as “Armistice Day” on Nov. 11, 1919, the first anniversary of the end of World War I. Congress passed a resolution in 1926 for an annual observance, and Nov. 11 became a national holiday beginning in 1938. Unlike Memorial Day, Veterans Day pays tribute to all American veterans - living or dead - but especially gives thanks to living veterans who served their country honorably during war or peacetime.
