À la suite d’un incident filmé dans une épicerie du canton de Russell, la police met en garde les résidents de l’est de l’Ontario contre le risque de vols par distraction et cherche à identifier les deux personnes impliquées. Dans une vidéo capturée par des camé- ras de sécurité, on observe un individu qui s’efforce de manœuvrer un chariot d’épi- cerie, bloquant ainsi le chemin d’une autre cliente. Pendant qu’il distrait la femme qui tente de partir, une complice fouille dans le sac à main de la victime et lui dérobe son portefeuille. On Monday, members of the Russell Township council addressed an unu- sually large gathering of residents in the council chambers concerned about the possible cancellation of council meetings’ question period. During the Feb. 26 council meeting, the councillors and mayor deliberated on the proposed amendment of the procedural by-law 2021-127, specifically focusing on Item 10.3.11, regarding the removal of the Township’s 15-minute Question Period during council meetings. Councillors were considering eliminating the questions period, a unique feature of Russell Township’s council procedures, in the hopes of creating a more fruitful process for hearing residents’ concerns. The original concern surrounding the utility of question period was brought forward during the Feb. 12 council meeting by Councillor Mike Tarnowski. Aujourd’hui, l’AFPC, l’Institut profes- sionnel de la fonction publique ainsi que l’Association canadienne des employés professionnels demandent donc au Conseil du trésor fédéral de négocier une nouvelle entente de dédommagement, puisque les problèmes de paie persistent. À Ottawa, la présidente du Conseil du tré- sor, Anita Anand, a assuré que son ministère «prend cet enjeu très au sérieux». «Tous les fonctionnaires doivent avoir leur paie aussi tôt que possible», a-t-elle admis. «Mon ministère parle et négocie avec les syndicats maintenant là-dessus», a-t-elle indiqué. Arriéré et attente Yvon Barrière, vice-président exécutif régional à l’AFPC pour le Québec, rapporte le cas d’un employé qui a passé sept mois sans paie, qui s’est fait saisir sa maison et qui a vu son dossier de crédit affecté. Un autre attend un paiement de 45 000 $ depuis 2017 ou 2018. Et à ces problèmes avec Phénix s’ajoutent maintenant des pro- blèmes avec l’assureur Canada-Vie, a-t-il déploré. L’arriéré de Phénix «dépasse maintenant les 444 000 mouvements de paie», relatent les syndicats. «La période d’attente standard pour qu’un problème soit traité est passée à deux ans», a dénoncé Nathan Prier, président de l’Association canadienne des employés professionnels.

Les trois plus grands syndicats de fonctionnaires fédéraux demandent au Conseil du trésor de négocier une nouvelle entente d’indemnisation pour leurs 260 000 membres, à cause des ratés du système de paie Phénix qui persistent. Cela fait huit ans que ce système de paie a été implanté, censé permettre au gouvernement fédéral d’économiser 71 millions $ par année, en centralisant les services de la paie. Selon ces syndicats, il a coûté jusqu’ici «près de 3 milliards $». Phénix a connu des ratés dès le départ: trop-payés qui devaient être remboursés, insuffisamment payés, voire pas payés pendant un certain temps. Ces ratés ont causé du stress, de l’anxiété, des ennuis financiers, voire des problèmes de santé à plusieurs victimes. Quelque 380 000 fonctionnaires fédéraux sont touchés. Les grands syndicats avaient négocié une entente avec le fédéral en 2019 et 2020 pour dédommager leurs membres aux prises avec les ratés de Phénix. Par exemple, l’Alliance de la fonction publique du Canada (AFPC), le plus gros d’entre eux, avait négocié une somme forfai- taire de 2500 $ pour quatre années à titre de dédommagement pour ses membres.

paie, mis au point par IBM et acheté par le gouvernement de Stephen Harper, malgré les «drapeaux rouges» levés à l’époque par les syndicats, après que l’Australie eut éprouvé des problèmes avec Phénix. Les trois revendiquent également l’em- bauche d’un plus grand nombre de conseil- lers pour traiter les dossiers en souffrance et ceux qui continuent de s’accumuler.

Ces syndicats ne peuvent chiffrer pour l’instant le montant du dédommagement qu’ils réclament au gouvernement fédéral. «Ça va être sur la table de négociation», et on veut que ça le soit «le plus tôt possible», a lancé Yvon Barrière. Durant les séries nous avons perdu quelques joueurs à cause de blessures, mais ça fait partie du jeu, a dit Benoit Desnoyers, entraineur des Aigles. Pendant certaines joutes, l’équipe n’a pas fourni les efforts nécessaires afin d›améliorer le classement final. Notre manque de constance a été notre pire ennemi. » Pour la prochaine saison, M. La dernière joute de la saison pour les Aigles, qu’ils ont perdu 6-8, a eu lieu ce samedi 24 février.
