ROCKLAND | The results from the latest Fraser Institute report card on elementary schools put Rockland schools below the provincial average of 6 out of 10. The best mark was given to St. Patrick Catholic School, which received a score of 5.9. Pope John Paul II Catholic School in Hammond received a score of 5.8 points. St. Andrew’s in St. Andrew’s West, im- proved its ranking, moving from 4.6 points in 2011-2012 to 5.3 points in the 2012-2013 report card. Rockland Public School also im- proved its showing, advancing from a score of 4.5 to 5.1 points. English-language schools in Prescott- Russell and Stormont-Dundas-Glengarry that performed the best were Laggan Public School in Dalkeith with 8.2 points, Mother Teresa Catholic School in Russell, whose score dropped from 8.1 to 7.7, and St. Finnan's of Alexandria with 6.7 points. The report card compares 3030 primary schools in Ontario on a scale of 1 to 10. The Fraser Institute uses figures compiled by the Education Quality and Accountability Of- fice. The institute states that the ratings do not gauge success or failure for schools. The assessment shows how a school performs above or below the provincial average. Fraser Institute report card L’ORIGNAL | The court case against three members of Clarence-Rockland coun- cil will continue to dog them during this year’s election campaign. Crown counsel and defence counsel for Mayor Marcel Guibord, Councillors Diane Choinère and Guy Félio, and local business- man and lawyer, Stéphane J. Lalonde met Feb. 4 for an in-camera pre-trial conference at the L’Orignal provincial courthouse. Details of the pre-trial conference are not available but general practice is for Crown and defence lawyers to review and dis- cuss any outstanding disclosure issues and other matters before the next stage in the court process. The pre-trial conference is scheduled for another in-camera session on March 18. All four are charged with breach of trust. Lalonde is also charged with counselling to commit breach of trust. The charges re- sulted from an OPP investigation of a series of emails exchanged between the four fol- lowing the 2010 civic election. The subject of many of the emails concerned Daniel Ga- tien, who was the city director at the time. Gatien also had a defamation lawsuit in process against Lalonde at the time regard- ing comments in The Musketeer Journal. Lalonde was a partner in and frequent con- tributor to the magazine at the time. While no longer city director, Gatien is continuing to pursue his defamation suit. Lalonde was also a business partner of the mayor in 2010 through joint ownership with another person of a piece of property.
