Ms. Denise Dulee exemplified excellence in Business Cost Estimating in support of the Missile Defense Agency’s (MDA) crucial role in planning the Golden Dome for America architecture. She improved performance, schedule, and cost estimates for the $25 billion President’s Golden Dome initiative by offering various engineering and acquisition options. Working closely with Office of the Secretary of War for Cost Assessment and Program Evaluation, she ensured credible and accurate cost estimates aligned with DoW priorities and the National Defense Strategy. Through strong leadership and commitment to excellence, training, and mentorship, she fostered a team-focused environment, enhancing overall effectiveness of acquisi - tion cost estimating. Ms. Dulee has greatly enhanced the Golden Dome initiative and improved MDA’s ability to achieve national security objectives. BUSINESS FINANCIAL MANAGEMENT Mr. Jerad Mabon, United States Army Mr. Jerad Mabon’s expertise in adaptive acquisition, budget execution, and con- gressional reporting, has been vital to the Portfolio Acquisition Executive Fires’ mission, the U.S. Warfighter, and allied partners. He consistently surpassed ex - pectations in managing over $15 billion in annual acquisition funding across 146 funding lines. He carefully oversaw the Planning, Programming, Budgeting, and Execution processes, handled congressional requests for information, and managed program reclamas, resulting in efficient budget implementation and effective communication with Congress. Mr. Mabon’s leadership in training and mentoring has enhanced the capabilities of the warfighting acquisition workforce and contributed to the success of key DoW programs. CONTRACTING Mr. Gary Trimble, United States Navy Mr. Gary Trimble is a leading Department of Navy contracting expert. As Division Head for F-35 Air Vehicle Systems Contracts, he successfully led negotiations for Lots 18 and 19 F-35 air vehicle production, including triparty discussions with over 25 subcontractors. In November 2024, he reached preliminary price agree- ment to procure 145 aircraft in support of three United States military services and 10 international customers valued at over $20 billion. After a yearlong halt in F-35 deliveries, Mr. Trimble implemented a business solution that prompted $350 million in contractor investments in its laboratories, allowing aircraft de - livery to resume. He was also successful in delayering parts of the F-35 supply chain, saving more than $138 million. Mr. Trimble’s unwavering dedication and courage to innovate make him an invaluable asset to the contracting community and the Department of Navy. ETM (ENGINEERING/TECHNICAL) Mr. Michael Flatau, United States Special Operations Command Mr. Michael Flatau, in his capacity as Lead Engineer for the Special Operations Forces Mobility Division, implemented an agile development strategy that ef- fectively coordinated modernization initiatives for special operations mission systems across 64 MC-130J aircraft. His leadership expedited the delivery of es - sential advanced survivability upgrades to Air Force Special Operations Command by 26 months. Mr. Flatau’s efforts enabled the rapid resolution of 720 system deficiencies for a major capability release for the MC-130J fleet, paving the way for entry into Operational Test and follow-on fielding to the Warfighter. He led a 45-member team of government and industry experts to resolve platform inte- gration challenges, finding solutions that sped up deployment by seven months for systems enhancing situational awareness in special operations. Mr. Flatau modernized special operations mission systems, enhancing Special Operations Forces’ ability to achieve national security goals.
