REQUIREMENTS MANAGEMENT Captain Darren Gerhardt, United States Navy
Captain Darren Gerhardt demonstrated superb leadership, extensive program knowledge, and expert collaboration as lead for the Chief of Naval Operations’ top acquisition priority. He achieved and sustained full funding for the COLUM- BIA Class SSBN and TRIDENT II D5 missile programs by garnering program sup- port at the highest levels. He also expertly managed a $14 billion portfolio that provisioned the nation’s sea-based leg of the strategic nuclear triad, maintain- ing national security in an era of increasing threat. As the Naval Operations re- quirements manager for strategic deterrence, Captain Gerhardt was the catalyst in launching the new nuclear-armed sea-launched cruise missile program and defining requirements for the next generation ballistic missile submarine. His success in the COLUMBIA and TRIDENT programs reflects the highest standards Ms. Lauren Mills demonstrated exemplary leadership in her roles as Chief of Se- curity for the Next Generation Air Dominance (NGAD) Family of Systems and sub- sequently as Director of Security for the Integrated Development Office. She led the protection of a $29 billion portfolio and implemented innovative security practices that advanced accelerated acquisition processes. Her strategic vision and proactive approach ensured safeguarding of critical programs, from the com- plex NGAD aircraft, better known as the F-47, and Collaborative Combat Aircraft initiatives to secure integration of emerging technologies. Ms. Mills fostered secu- rity excellence by building collaborative partnerships across DoW and Air Force, streamlining disparate processes, and developing innovative solutions for export compliance and technology protection. Her efforts enabled these organizations to work effectively with industry, build international partnerships, and deploy new capabilities securely. Ms. Mills’ leadership fundamentally strengthened Air Force security, innovation, and dominance in an increasingly complex battlespace. AUDITING Mr. Tyrell Weatherman, Defense Contract Audit Agency Mr. Tyrell “Ty” Weatherman exhibited outstanding auditing and oversight by initiating a phased audit strategy and implementing standardized audit proce- dures, which resulted in expedited audit timelines and increased consistency. His innovation and oversight of a contractor’s estimating system led to an esti- mated $147 million in FY 2024 savings, directly protecting government resources. He spearheaded a forward-thinking data analytics training initiative, upskilling audit staff in Power BI, and promoting a data-driven culture within the auditing community. His prompt handling of network infrastructure issues maintained continuity across three Field Audit Offices, and his support to Defense Contract Audit Agency Headquarters enhanced oversight and shaped acquisition policy nationally.
