EUCOM Uncrewed Systems Integration Team, United States Air Force The European Command (EUCOM) Uncrewed Systems Integration Team distin- guished itself as part of the 645th Aeronautical Systems Group, Intelligence, Sur- veillance, Reconnaissance, and Special Operations Forces Directorate. The Joint 10-member team initiated a first-of-its-kind deployed construct to merge acquisi - tion and operations real-time, leading cradle-to-grave oversight of high-priority Secretary of War-directed programs within Ukraine, expediting the procurement and fielding of critical Ukraine Security Assistance Initiative capabilities. They partnered with Ukrainian Armed Forces to advise and gather data on system employment, operational effectiveness, and battle damage assessment, feeding directly back into the team’s $1.9 billion portfolio of ongoing acquisition efforts. This unique Joint team used unprecedented means to forge new relationships and acquisition pathways with Ukraine’s military, agencies, and industrial bases, executing two Undefinitized Contract Actions and two Economy Act Transfers for the rapid procurement, iteration, and fielding of 16,100 best-of-class unmanned The Storm Cloud Program Team distinguished themselves in the performance of outstanding service to the Space Rapid Capabilities Office, conceiving a novel acquisition strategy and winning Program Executive Office approval to safeguard hundreds of millions of dollars for future space investments. Leveraging proven, modernized approaches to contracting, teaming, and negotiation, the team awarded three major contracts for Mission Control software development and integrated hardware sensor development, totaling over $200 million in under seven months. Simultaneously, they initiated a go-fast initiative that will deliver early operational capability within the 2026 timeline, less than two years after initiation. Vendors subsequently provided three separate demonstrations of in- tegrated hardware-software capabilities within four months after final hardware sensor contract award. By intentionally fostering a strong competition environ- ment between the hardware vendors, the team continues to stay on schedule and on cost toward rapid delivery of systems that will enhance United States space systems across 15 United States and Ukrainian organizations. Storm Cloud Program Team, United States Space Force The Special Operations Forces (SOF) Acquisition, Technology, and Logistics (AT&L) Small Uncrewed Multidomain Systems (sUMS) team transformed the acquisition of Global Positioning System-denied navigation solutions for critical Group 1 and 2 Uncrewed Aerial Systems platforms. The team pioneered a novel acquisition strategy that directly enhanced Intelligence, Surveillance, and Reconnaissance mission effectiveness in contested environments. Through strategic industry col - laboration and a commitment to commercial viability, the team delivered tai- lored capabilities through unique part numbers and seamless integration into existing systems. This yielded a remarkable 65 percent reduction in unit costs, generating cost savings exceeding $34.5 million in life-cycle costs and avoiding $13 million in procurement expenditures. Including sustainment from the start of procurement shows the team’s dedication to long-term value and removes the necessity for a $4.3 million annual Operations and Maintenance contract. Through the stimulation of the commercial marketplace and the implementa- tion of incentives for vendor-driven sustainment, the sUMS team has set a new standard for acquisition excellence. superiority and protect Joint Force and allied Warfighters.
