Enterprise Analytics & Modernization Directorate, Defense Contract Management Agency

The Enterprise Analytics & Modernization (EA&M) Directorate led an extensive mod- ernization of essential acquisition tools and procedures, significantly improving operational efficiency and enabling informed, data-driven decision-making across the workforce. EA&M is replacing legacy eTools with integrated solutions in the Pro- curement Integrated Enterprise Environment, stabilizing the essential Mechaniza- tion of Contracting Administration Services payment system, streamlining agency internal workflows and resource management through the Contract Administra - tion Management System, and developing a new Major End Item Deliveries App for unparalleled data fidelity. Through its Program Assessment Report Improvement Project, EA&M is enhancing a vital communication tool for stakeholders across the Department. EA&M also promoted interagency collaboration by integrating agency data into the Office of the Secretary of War Advana platform for enterprise-wide access. The Directorate’s efforts have directly improved productivity, enhanced data-driven decision-making, and equipped the entire acquisition community for future mission success. Army Field Support Battalion–Poland, United States Army The Army Field Support Battalion–Poland transformed Army Prepositioned Stocks sustainment by training Polish soldiers to meet United States Army maintenance, supply, and logistics standards. Overcoming limited staffing, funding constraints, and system access challenges, the battalion developed a host-nation workforce that replaced contractor reliance and saved over $53 million annually. Their innovative approach enhanced NATO interoperability, strengthened allied burden-sharing, and supported DoW priorities. This scalable sustainment model exemplifies excel - lence in workforce development and multinational collaboration, setting a new standard for cost-effective, sustainable logistics operations in support of United States Army readiness. DAVID PACKARD EXCELLENCE IN ACQUISITION TEAM AWARD WINNERS

Lower Tier Interceptors Product Office, United States Army The Lower Tier Interceptors Product Office, under the Short and Intermediate Effec - tors for Layered Defense (SHIELD) Project Office, Portfolio Acquisition Executive Fires, demonstrated exceptional leadership in managing the $5.5 billion Patriot Advanced Capability-3 Missile Segment Enhancement program. In expectation of a White House directive to divert missiles to Ukraine, the team rapidly obligated $1.8 billion, deliver - ing 200 missiles in six months. By leveraging innovative cost estimating, contracting, and negotiation strategies, the product office saved 90 days in award timelines and $10 million in costs. The team’s pioneering FY 2024-2026 multiyear contract saved the United States Government $15 million annually, while achieving a 20 percent production increase to 650 missiles yearly. The Lower Tier Interceptors Product Office demonstrated urgency and contracting expertise in responding to Ukraine’s wartime requirements, exemplifying the highest standards in warfighting acquisition.
