Their unyielding commitment, expertise, and aggres- sive acquisition initiative energized the most prolific space-based nuclear command, control, and communications architecture pivot in DoW history. Furthermore, they led the largest source selection in Space Force history. The team saved over $1 billion, aligned the Space Force with the $34 billion nuclear triad upgrade, and assured access to the first-ever resilient nuclear command, control, and communications proliferated space architecture two years ahead of schedule. The distinctive accomplishments of the System Delta 88, Strategic SATCOM Division reflect great credit upon the United States Space Force. Hypersonic and Ballistic Tracking Space Sensor Program Office, Missile Defense Agency The Hypersonic and Ballistic Tracking Space Sensor Program Office stands as a testa - ment to how implementation of innovative, nontraditional acquisition and collabo- ration strategies can enable rapid prototype development that will more efficiently answer the critical DoW needs of the United States. The program office used Other Transactions to pursue a nontraditional acquisition approach, encouraging collabo- ration between government and nontraditional contractors. Their teamwork led to significant contributions in creating innovative tracking technology—the Hypersonic and Ballistic Tracking Space Sensor—a unique sensor capable of providing fire con - trol-quality data for intercepting advanced hypersonic threats in high-clutter environ- ments. The program office’s legacy extends beyond its technological achievements, serving as a pathfinder for future programs and inspiring a new era of acquisition excellence. Discovery Systems Program Office, National Reconnaissance Office The Discovery Systems Program Office demonstrated exceptional innovation and leadership in developing an advanced signals intelligence program for improved Warfighter coverage and integration with the Highly Integrated Versatile Enterprise. The team implemented a multibillion-dollar acquisition strategy that challenged traditional approaches, using innovative contract incentives to boost developer performance and meet mission needs. By reducing system requirements by two- thirds and cutting transition timelines by 90 percent, they ensured affordability and timely data delivery for the United States Indo-Pacific Command and Department of Homeland Security. Their efforts drove cultural change and a competition-based framework into a historically sole-source environment, shaping future signals intel- ligence architectures. The Stand-Off Precision Guided Munitions (SOPGM) Team successfully delivered criti - cal capabilities to Special Operations Forces with significant cost savings by utilizing agile acquisition strategies such as Cooperative Research and Development Agree- ments, SOFWERX events, Small Business Innovation Research contracts, and Other Transaction Authority agreements. A key achievement was the Small Cruise Missile demonstration, which extended Air Force Special Operations Command’s airpower range 20-fold and transitioned into a $30 million developmental program, leverag- ing $20 million in industry funding and a successful 275-nautical-mile flight test. The SOPGM team also consolidated Air Launched Loitering Munition efforts, saving over $6 million in research and development, and is pursuing Small Business Innovation Research contracts projected to reduce Small Cruise Missile container costs by 30,000 per unit—an estimated savings of $30 million over five years. Their efforts demon - strate a commitment to rapid delivery of innovative, long-range strike capabilities, thereby heightening operational readiness and technological superiority for Special Operations Forces.
