Digital Maintenance Binders: Unburdening the Maintainer Shawn Harrison

Two Important New Life Cycle Logistics Functional Area Memos Bill Kobren

Air Force Materiel Command recently published an online article, “Rapid Sustainment Office Demos New Digital Binder Application for Reducing Aircraft Maintenance Time,” highlighting a new laptop/ device application that replaces legacy paper-based main- tenance data forms. According to the article, the app “can capture data directly at the point of maintenance, elimi- nating redundant data entry and physical transportation of the binders” and “saved an estimated 2–4 hours per shift.” (Read more) Finding International Acquisition & Exportability Learning Frank Kenlon As a result of the Warfighting Acquisition University’s recent retirement of Communities of Practice (CoPs), the location of International Acquisition & Exportability (IA&E)-related learning materials has changed. These IA&E learning materi- als have been moved to the university’s Acquisition Knowledge Matrix (AKM) website . How the RFO Will Affect the Contracting Professional Certification Program Mark Jenkins The Warfighting Acquisition University has compiled a list of Student Frequently Asked Questions (FAQs) to help learners un- derstand how the Revolutionary FAR Overhaul (RFO) will affect the Contracting (CON) Professional Certification Pro - gram. This list offers clear, current guidance on certification exams, course updates, timelines, and available resources, enabling learners to plan their certification path with con - fidence during the RFO transition. (Read more) New Army Supply Chain Risk Management Directive Shawn Harrison The Secretary of the Army recently issued Army Directive 2025- 26, Supply Chain Risk Management for Weapon Systems , rescinding and replacing the 2023 directive of the same title. The directive addresses planning, programming, budgeting, and executing funding for Supply Chain Risk Management (SCRM); protecting identified vulnerabilities and risk; lever - aging commercial tools, standards, and best practices; and incorporating SCRM into Sustainment Reviews. The Life Cycle Logistics Functional Area Leader has recently issued two important memos of interest to Life Cycle Lo- gistics, product support, and sustainment professionals: • Recommended Continuous Learning Opportunities for the LCL Func- tional Area, FY 26–27. This Life Cycle Logistics (LCL) Func- tional Area Leader memo identifies Continuous Learning opportunities for the LCL workforce. It includes multidis- ciplinary recommendations that are relevant to recent policy issuances, emerging topic areas, and key initia- tives within the DoW. • DoW Product Support Manager (PSM) Mandatory Training Requirement (2026). This Deputy Assistant Secretary of War for Product Support memorandum establishes the requirement for Product Support Managers (PSMs) assigned to Acquisi- tion Category I and II programs to attend the Executive PSM Course within 24 months of assignment. It also specifies priorities for others who attend the course. New Department of War (DoW) Digital Standards Strategy Shawn Harrison The Defense Standardization Program Office published a new DoW Digital Standards Strategy that outlines the depart- ment’s five lines of effort to promote use of digital standards to help achieve the desired end state of a fully integrated digital ecosystem in support of accelerated technology advancement and innovation. The transition to digital standards will “enable standards content to be managed, accessed, and used efficiently by engineers, acquisition pro - fessionals, and other stakeholders as the Department and defense industry transition to digital processes, products, and tools.” (Read more) Design Interface and Human Systems Integration Shawn Harrison Experienced product support managers and life cycle logis- ticians understand the element of Design Interface reflects the driving relationship between system design parameters and product support resource requirements. A topic closely associated with Design Interface is Human Systems Integra- tion (HSI), which is “the System Engineering process and program management effort that provides integrated and comprehensive analysis, design, and assessment of require- ments, concepts, and resources for human factors engineer- ing, manpower, personnel, training, safety and occupational health, force protection and survivability, and habitability.” (Read more)
