The ecoLarose Centre is a $9.6 million project aimed at creating a combination ecological interpretation and natural his- tory centre capable to hosting small-scale conferences and providing accommoda- tions for overnight or longer stays for as many as 200 guests. Counties council reviewed a detailed 76-page illustrated report on the project from the planning department during its May 8 committee of the whole ses- sion. Administration emphasized that the project will involve developing partner- ships between the UCPR and other agen- cies for support and operations and that the counties will lobby the federal and provincial governments for an even one- third-each split on funding for the cen- tre’s construction. UCPR Planning Director Louis Prévost has recommended the counties hire con- sultant firm J.L. Richards, to complete the architectural and engineering studies need to have the project “construction ready” by next year. Prévost noted in his report to the coun- cil’s committee of the whole session that J.L. Richards “knows this project extreme- ly well and is a logical choice to compete the remaining tasks” and also that the firm is the sole local outfit with experi- ence and expertise in this type of design. The planning director noted that if J.L. Richards is unable to provide a “reason- able” fixed price quotation to complete the pre-construction planning work on the project, then the counties could go ahead with the usual open-bid process for the work. The discussion over the proposed pur- chase of a used grader in ChamplainTown- ship has ended with the acquisition of a 2010 John Deere model that was expected to arrive this week. The $192,847 machine has logged 1,650 hours, relates roads and public works superintendent James Mc- Mahon. In an average year, a grader will be operated about 930 hours. The new acqui- sition will replace a 1992 model, which has reached its life expectancy.
