ASSISTANT DIRECTOR (CAPITAL PROJECTS)

Principal accountabilities Assistant Directors (Capital Projects) are responsible to the Director of Capital Projects for: • Leading and managing the delivery of a range of major capital projects and/or complex capital and small works projects including new build, refurbishments and improvements across the UCL estate. • Leading, appointing, managing and directing internal and external project teams and consultants; • Developing strategy and practice for the efficient and effective procurement and subsequent management of design team consultancy services and contractors;• Developing, establishing, implementing and maintaining consistent and effective means of monitoring and reporting performance across services supporting the delivery of UCL’s capital projects programme; • Leading key stakeholder engagement and integrating service delivery to ensure excellent customer service, meeting agreed targets and objectives; • Driving a zero tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors. Main Duties & Responsibilities 1. Lead, manage and coordinate the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. 2. Ensure all projects represent best value for money for UCL and that appropriate and effective risk management, corporate governance and audit controls are in place. 3. Ensure the Institutional imperative to maintain a high quality teaching, learning, research and assessment environment and the high Institutional priority of improving the student and staff experience throughout the programme/project period are met, adopting appropriate risk mitigation strategies and making transparent the likely trade-offs required; 4. Ensure full and transparent reporting, inter alia, to meet the requirements of governance/ committee procedures, financial regulations etc. working closely with the Portfolio Services team, internal and external auditors and wider partners for consistent project/programme reporting. 5. Work closely with the Space & Feasibility team to deliver Estates solutions to support the Estates Strategy and effective management of space, supporting the Deputy Director of Estates/ Director of Major Projects and/or the Director, Estates Development in the early stages of project development, generally taking the lead after Feasibility and Business Case approval.
