INTRODUCTION

UCL is London’s leading multidisciplinary university, with more than 11,000 staff and 38,000 students from 150 different countries. Our 230 buildings are predominately located in Bloomsbury but with a number of specialist satellite sites beyond that. UCL Estates are excited to be playing a key role in the delivery of UCL’s 20-year strategy, UCL2034, including the realisation of UCL East, our new campus at the Queen Elizabeth Olympic Park, which will offer world class research, teaching and living accommodation within the largest cultural and educational development in Europe.

UCL Estates manages the estate and facilities infrastructure, from the strategic to the operational. This ranges from ensuring our estate is operating efficiently and safely to maintaining, developing and delivering our building and planning future strategic developments to support UCL’s academic ambition. UCL Estates services include property acquisition and management, capital projects, engineering and maintenance, environmental sustainability, safety, security, catering and cleaning. In addition, it manages the University and Customer Services switchboards, student residences, nursery and central teaching and meeting room bookings. to both buildings and services, maintaining and transforming UCL’s estate, so that it directly contributes to the creation of a truly inspirational environment for our academics, students and staff. UCL has embarked on an extensive building and refurbishment programme – Transforming UCL. This is about creating sustainable spaces that meet UCL’s world-class aspirations and commitment to excellence and innovation. Transforming UCL is the largest capital programme in the University’s history. It has seen significant investment to refurbish and develop some of our most iconic buildings whilst also bringing forward new world class buildings. Together these will enable and support the University’s continued growth as we continue to build now and for the future.

The first phase of the current Transforming UCL programme and notably the major capital projects in Bloomsbury will be completed by the end of the academic year. This investment has made a significant difference to perceptions of the Bloomsbury estate across the UCL community, with the recent completion of the New Student Centre, Bloomsbury Theatre and interim Dementia Research Institute within the Cruciform building all significant milestones in the programme. In the four years since the start of the current capital programme (August 2014), 127 projects have been completed. This comprises of 76 major projects, 11 sustainability projects and 40 School small works projects, and a further 12 major projects are currently in construction.

Focus for the remainder of the years in the programme is the development of our new Estate Strategy, projects from the new strategy will be announced in Summer 2019. We will continue delivery of three large strategic projects (UCL East, Institute of Neurology (ION) /Dementia Research Institute (DRI) at the Eastman Dental Hospital site) and IoE Masterplan, alongside delivery of a significant number of smaller value projects (<£2m).

RECRUITMENT TO THE CAPITAL PROJECTS TEAM

It is essential that a robust, stable programme and project team is established which will build on-going capacity to ensure a depth of expertise and the sharing of good practice across all programmes. UCL Estates is therefore seeking to build an industry-leading team of professionals with the capability, track record and drive to develop, deliver and mobilise projects that will deliver world-class facilities for London’s global University. The team is being developed to give both depth and breadth of resources, with project management professionals appointed at middle, senior and director level in addition to multidisciplinary appointments to give in-house intelligence and capability across space management, property, engineering, health & safety and project transition & mobilisation.

The Assistant Director Capital Projects will lead a team of Senior Project Manager and Project Managers in the successful delivery of a range of high-profile new build, adaptation and refurbishment building projects across an incredibly diverse estate portfolio including academic and research facilities, commercial space, and student accommodation. UCL Estates places a very heavy emphasis on quality, safety, value and exceptional stakeholder engagement. Job Purpose: Reporting to the Director of Capital responsible for leading and managing the delivery of major capital projects and/or a range of complex capital and small works projects including new build, refurbishments and improvements across the UCL estate. Projects range in scale, complexity and value (£½m to £500m) and must be delivered to specification, cost and time, frequently within a highly congested and busy operational environment where quality of student and staff experience throughout the works is also critical. UCL Estates places a very heavy emphasis on safety and a strong focus on multi-stakeholder engagement. Key Dimensions The UCL Estate comprises over 200 buildings valued at over £2 Billion, more than four million square feet of academic accommodation and approaching 4000 student bedrooms. The scale, variety and complexity of the estate are unparalleled in the sector. UCL Estates is responsible for managing the delivery of an Estate Strategy with an investment programme in excess of £1½ billion over the next ten years. The Division is leading a number of major initiatives to support and improve the Institution, transforming the Estate and the delivery of estate services. The Division’s annual revenue budget exceeds £100 million costs and £30 million income. Over recent years, acquisitions and the integration of a number of Post Graduate Institutes (previously known as the Satellite Estate) has substantially increased the scale and complexity of the estate falling within the remit of the Division.

ASSISTANT DIRECTOR (CAPITAL PROJECTS)

Principal accountabilities Assistant Directors (Capital Projects) are responsible to the Director of Capital Projects for: • Leading and managing the delivery of a range of major capital projects and/or complex capital and small works projects including new build, refurbishments and improvements across the UCL estate. • Leading, appointing, managing and directing internal and external project teams and consultants; • Developing strategy and practice for the efficient and effective procurement and subsequent management of design team consultancy services and contractors;• Developing, establishing, implementing and maintaining consistent and effective means of monitoring and reporting performance across services supporting the delivery of UCL’s capital projects programme; • Leading key stakeholder engagement and integrating service delivery to ensure excellent customer service, meeting agreed targets and objectives; • Driving a zero tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors. Main Duties & Responsibilities 1. Lead, manage and coordinate the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. 2. Ensure all projects represent best value for money for UCL and that appropriate and effective risk management, corporate governance and audit controls are in place. 3. Ensure the Institutional imperative to maintain a high quality teaching, learning, research and assessment environment and the high Institutional priority of improving the student and staff experience throughout the programme/project period are met, adopting appropriate risk mitigation strategies and making transparent the likely trade-offs required; 4. Ensure full and transparent reporting, inter alia, to meet the requirements of governance/ committee procedures, financial regulations etc. working closely with the Portfolio Services team, internal and external auditors and wider partners for consistent project/programme reporting. 5. Work closely with the Space & Feasibility team to deliver Estates solutions to support the Estates Strategy and effective management of space, supporting the Deputy Director of Estates/ Director of Major Projects and/or the Director, Estates Development in the early stages of project development, generally taking the lead after Feasibility and Business Case approval.

6. Establish and maintain close working relationships and effective stakeholder management with external partners and internal Faculties, Divisions and Departments to ensure that Estates projects are consistent with institutional strategy, local plans and operational requirements. 7. Ensure a consistent approach to capital project delivery, including the management of framework consultants and contractors and reporting of supplier performance. 8. Develop and proactively manage framework consultants as an integral part of the Estates delivery team. 9. Manage key external relationships including local and statutory authorities, landlords and suppliers, working with the Property team as required. 10. Review and develop the systems and processes to deliver the programme of capital projects in support of achieving business needs. 11. Drive a zero tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors. 12. Manage processes for establishing realistic project budget estimates, cost plans, cash-flows and regular forecasting across UCL’s capital projects. 13. Contribute to the development of strategy for efficient and effective delivery of capital programmes/projects, including consultant and contractor procurement, forms of engagement, management of risk, contingencies, best value and cost planning. 14. Ensure appropriate performance management of external contractors, consultants and other service providers engaged to deliver capital programme projects. 15. Ensure proactive and excellent communications about projects and programmes to the wider UCL community, with all stakeholders and across the Division liaising with the Estates Communications Officer. 16. Lead and manage professional teams, both in house and outsourced, promoting a customer

focused, constructively challenging, responsive and adaptable service. 17. In conjunction with the Assistant Director Projects Mobilisation:

• Work collaboratively with the Director, Facilities & Infrastructure, ensuring project design consistent with Engineering and Maintenance strategy, engineering standards and operational requirements • Work collaboratively with Director, Safety & Sustainability to adopt appropriate standards and performance to meet ES objectives including opportunities for innovation, living lab and adopting a life cycle approach.

• Work collaboratively with Head of Facilities & Workplace Services and Director of Student Residences to ensure completed projects are effectively handed over and effective and efficient in operation. 18. 1. General

The post requires the managerial background and experience necessary to provide professional, technical and strategic advice at a senior management level within UCL, to identify and implement opportunities for improvement and the management of change. Formal qualification in an engineering/construction/ project management discipline and to membership level of relevant professional body. A degree level education plus a post graduate management qualification. Relevant experience in a project and programme leadership role with responsibility for procuring and managing major capital projects: - in excess of £50m in value. - in live, physically congested, high public footfall urban environments. Strategic planning including sourcing options and procurement for major capital programmes. Strong knowledge and experience of contract management and procurement, cost management and budgeting and supply chain management. In depth experience of managing capital construction projects of at least ten years relevant post-qualification experience gained working for large multi-site organisations. Relevant experience working in a senior position for a large organisation. Business management demonstrating sound commercial awareness. A track record of delivering high quality customer service. The permanent base for each of the posts is at Bidborough House, in UCL Estates’ recently refurbished, modern, open-plan offices. Given the scale and nature of the UCL estates post holders will be expected tow work across the UCL portfolio as the needs of the role dictate.
