Councillor Glen Grant said he will do a cost-benefit analysis, but did not seem op- timistic about the beach proposal. “I don’t see that being a priority for our waterfront,” he told committee members. Beehler, in an interview with The Journal after the meeting, said that mercury was the initial concern when the samples were taken. “Mercury can be a very tricky element and it’s a substance that can easily become bio- available throughout the food chain.” “And you don’t want to have those con- taminated sediments re-suspended so that mercury becomes available throughout the food chain because eventually it will make its way to humans.” But when the samples were drawn, they were “analyzed for a slew of chemical com- ponents,” Beehler said. Aside from mercury, the testing discov- ered the heavy metals chromium, nickel, copper, zinc, cadmium and lead in amounts exceeding federal limits. The metals are tox- ic to humans at excessive levels and chronic exposure may also be hazardous. The heavy metals found in the samples are among 10 “persistent toxic substances of concern” set out in the Canada-U.S. Great Lakes Water Quality Agreement in 1978, ac- cording to Environment Canada. The agreement set limits for the heavy metals arsenic, cadmium, chromium, cop- per, iron, lead, mercury, nickel, selenium and zinc.

A plan for a beach behind the Royal Cana- dian Air Force Wing Association in Corn- wall may be dead in the water. Members of Cornwall’s Waterfront Devel- opment Committee learned Thursday eve- ning that the proposed site for a city beach is contaminated with a number of heavy metals, including mercury. Katherine Beehler of the federal-provin- cial Remedial Action Plan, said it would be “a huge undertaking” to create at beach at the inlet behind the RCAFA wing, just east of the public boat launch in Lamoureux Park. “It is a huge undertaking and it is a strat- egy that is a long-term strategy in the Corn- wall area.” The contamination was discovered in samples taken in 2008 as part of the ap- proval process for an RCAFA project to con- struct boat docks in the inlet. The RCAFA was forced suspend the docks from the shoreline to prevent disturbance on the contaminants in the sediment of the inlet. “It doesn’t seem to be too encouraging,” said committee chair Lee Cassidy, after hearing Beehler’s assessment. Cassidy sug- gested it may be time “to put the beach to bed.”
