are saying that every effort should be made to move projects forward before an increase in interest rates. Site that can receive prompt approvals for redevelopment are receiving the most atten- tion. These tend to be urban sites, or former industrial sites which were demolished which have good road connections, railroad sidings and adequate sewer and water service. Most project sites which are being eyed are already in New Jer- sey’s Licensed Site Remediation Professional Program. Also receiving much atten- tion this year are Soil Reuse

Programs, as DEP tightened up last year on materials used for fill or backfill from Class B Re- cycling Centers, and rules were changed related to the use of reclaimed asphalt pavement as subbase. Several projects were inappropriately interrupted when LSRPs did not anticipate DEP Guidance changes, and did not understand the current options. RT has in depth experi- ence in all of these areas, and is working on one large industrial type redevelopment site in the Hackensack Meadowlands and another in the northwest part of New Jersey, where a new logistics center will be built. As of the writing of this ar- ticle, remediation reports were being written frenetically be- cause of the NJDEP May 7th deadline for remedial investiga- tion at all sites to be complete. A major disappointment is that many of the worst sites have had their remediation comple- tion date moved back, and those responsible for cleaning up large industrial sites are not meeting promised deadlines to move the site quickly so it can be redeveloped. There is no question, in looking at the overall number of sites, that liti- gation will occur at some sites due to failure to meet promised deadlines for delivering newly redeveloped spaces, or new buildings were industries once produced products made by prior generations in towns of various sizes. One of the biggest complaints that NJDEP hears is that Licensed Site Remedia- tion Professionals are not giving advice at the right level quick enough to redevelop sites as expected. RT is very experienced at moving Brownfields sites through redevelopment and complete remediation at sites both small and large, and com- plex. One North Jersey rede- veloper recently told us that “you are different than other consultants we have used…you tell us what we should be doing and anticipate what we need to do next.” We appreciate that our clients and real estate agents refer so many sites, particularly those in the redevelopment areas of New Jersey, and we promise to give prompt advice and to lead the pathway through the reme- diation and redevelopment pro- cess to take timely advantage of the opportunities at each site.
