Strengths

Cantabria is the twelfth Spanish region in rela- tion to the RIS index offered by the European Commission. According to this index, it would rank 169th out of 240 European regions. The robust ranking proposal set out in this doc- ument allows Cantabria to improve its relative position by 33 places, rising to 136th in the European ranking. However, the proposed effi - ciency ranking benefits Cantabria, improving its relative position by 29 places, rising to 140th in the European ranking. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Cantabria is business R&D expenditure. This bottleneck penalises its performance by 11.5%. In the absence of such a bottleneck, it could move up to 161st position in the European ranking, improving 8 positions. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for Cantabria.

In turn, this region ben - efits from the document’s proposed efficiency ranking, since, from this perspective, it would improve by 29 positions in the ranking, taking 155th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Castile-La Mancha is business R&D expenditure. This bottleneck pe - nalises its performance by 10.1%. If it were not for this bottleneck, it would be ranked 174th in Europe. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for this region.
