Strengths

Castile-Leon is the ninth Spanish region in re- lation to the RIS index offered by the European Commission. According to this index, it would rank 159th out of 240 European regions. The robust ranking proposal set out in this document allows Castile-Leon to improve its relative position by 32 places, rising to 127th in the European ranking. However, Castile-León is penalised by the document’s proposed effi - ciency ranking, since, from this perspective, it would drop by 65 positions in the ranking, taking 224th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Castile-León is industrial design applications. This bottleneck penalises its performance by 7.5 %. If it were not for this bottleneck, it would be ranked 148th in Europe. Castile-Leon is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck. If the indicators in Castile-León ’s RIS index were to be penalised according to the value shown by the degree of openness of the SMEs, it would see its relative position in Europe penalised by 4 positions, moving to position 163.

Catalonia is the third Spanish region in relation to the RIS index offered by the European Com- mission. According to this index, it would rank 110th out of 240 European regions. The robust ranking proposal set out in this doc- ument allows Catalonia to improve its relative position by 60 places, rising to 50th in the Euro- pean ranking. However, Catalonia is penalised by the document’s proposed efficiency ranking, since, from this perspective, it would improve by 63 positions in the ranking, taking 47th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Catalonia is the number of innovation SMEs working alongside other actors in innovation projects. This bottleneck penalises its performance by 7.1 %. If it were not for this bottleneck, it would be ranked 89th in Europe. Catalonia is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck. If the indicators in Catalonia’s RIS index were to be penalised according to the value shown by the degree of openness of the SMEs, it would see its relative position in Europe penalised by 13 positions, moving to position 123.
