Figure 12 shows the results of the DEA. The degree of efficiency obtained in the analysis allows us to rank all European regions from least to most efficient. Due to space con - straints, only the Spanish regions are highlight- ed, making it easier to read the chart. However, the complete tables with the efficiency level of all European regions are available upon request from the authors of the study. (FIGURE 12)

It can be seen that the Spanish regions are relatively evenly distributed throughout the different efficiency levels. Seven of the Span - ish regions included in the study are in the top 50% of the most efficient regions in Europe, and five are in the highest efficiency quartile. In fact, Valencia Region, La Rioja and the Balearic Islands are all at the best practice frontier (i.e. they have a technical efficiency of 1).

We can see that there are ineffi - cient regions with a relatively high RIS (e.g. the Basque Country), and highly efficient regions with a relatively low RIS (e.g. the Balearic Is - lands). Naturally, efficiency does not necessarily imply high innovation performance. It is therefore in - teresting to compare the efficiency results with the synthetic index provided by the RIS. Figure 13 shows the average RIS value of all European regions for each efficiency level. (FIGURE 13) Figure 13 shows that the relationship between the RIS and efficiency is non-linear. In other
