These reflections lead us to consider biases in the RIS when measuring the territories’ inno- vation capacity. If a region can achieve better innovation results with the same resources, shouldn’t our indicator capture this ability? In this paper, we propose accompanying the RIS with an efficiency measurement. In our case, we will use the DEA efficiency indicator to show, for each region, how many regions are more efficient within the series of European re - gions. Table 11 shows these results for Spain, along with the results of Table 8, which offer a comparison between the conventional RIS ranking and the robust ranking proposed in this paper. The results for all European regions are shown in Annex II. It can be seen that efficiency (column 4) com - plements the ranking information (column 2) and its robustness (column 3). Since Valencia Region, La Rioja and the Balearic Islands are on the best practice frontier (i.e. efficient regions), there are no regions with higher efficiency. The number of more efficient regions in this case is therefore zero. Interestingly, Catalonia seems to have a favourable position within Europe, since, although it is ranked in 111th place (i.e. 110 regions have a higher RIS), only 49 regions are significantly above it, and only 47 regions

are more efficient. This situation contrasts with Andalusia, which has 147 regions significantly ahead of it, and 180 regions more efficient than it. (TABLE 11)
