General description
Strengths
Andalusia is the thirteenth Spanish region in re- lation to the RIS index offered by the European Commission. Within the 240 European regions as a whole, it would rank 175th. The robust ranking proposal set out in this document allows Andalusia to improve its relative position by 20 places, rising to 155th in the European ranking. However, it is penalised by the document’s proposed efficiency ranking, since, from this perspective, Andalusia would drop by 5 positions in the ranking, taking 180th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Andalusia is business R&D expenditure. This bottleneck penalises its performance by 9.3%. If it were not for this bottleneck, it would be ranked 168th in Europe. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for Andalusia.
Public sector R&D expenditure: position 103 out of 240 European regions
Sales of innovations that are new on the mar- ket and new for the company: position 116 out of 240 European regions
Trademark applications: position 121 out of 240 European regions
Weaknesses
Innovation expenditure other than R&D: posi- tion 221 out of 240 European regions
Innovation SMEs: position 220 out of 240 European regions
Innovation product or process companies: position 216 out of 240 European regions
