Mayor lobbies for Centre Roger Séguin

Clarence-RocklandMayor Guy Desjardins has strong words of support for the people who are trying to find the money needed to upgrade the long-term care home in Clarence Creek and a few short sharpwords for the provincial government for deman- ding the upgrade without providing more support.

Le centre d’accueil Roger Séguin is in need of some major renovation work to meet new provincial construction guidelines for long-term care facilities and retirement homes. The non-profit group which operates the Clarence Creek facility is working on a plan but the key to success is first creating a $7-million construction reserve.

«The province has great ideas,» Mayor Desjardins said, «but they’ve got nomoney.» The mayor referred to a past revision of the provincial construction guidelines for

senior and long-term home care facilities like Centre d’accueil Roger Séguin in Cla- rence Creek. The non-profit corporation which owns and operates the facility has

until 2025 to upgrade the centre tomeet new construction design guidelines approved in 2009. A consultant’s report pegs the cost of upgrade at between $17 million and $29 million, depending on whether the non- profit group chooses to renovate the existing premises or build a new complex. Right now, the group is reviewing both options and also working on a fundraising plan to build a $7million reserve fund which will provide the leverage needed to support an application to the province for amortgage loan guarantee, which would help secure the remaining financing needed for the upgrade. The United Counties of Prescott-Russell (UCPR) has agreed to increase its 2016 bud- get allocation for Centre Roger Séguin to

$500,000, instead of the $250,000 which was in the original budget draft. Mayor Desjar- dins promised to keep lobbying the counties council for further financial assistance every chance he gets. Themayor also indicated that the city will help as much as it canwith other fundraising efforts for Centre Roger Séguin. But, he said, the municipal budget itself cannot stretch to provide the non-profit group withmoney towards building up the reserve fund. «We just don’t have the budget for that,» he said, and also noted that other senior and long-termcare facilities in Prescott-Russell may also be facing the same kind of upgrade demand from the province as Centre Roger Séguin.

School board receives audit report Trustees for the Catholic District School Board of Eastern Ontario (CDSBEO) received good news during their October board meeting. The auditor’s report for the CDSBEO presented a positive pic- ture for the school district’s finances and operations during the 2014-2015 fiscal year. CDSBEO Education Director William J. Gartland noted that the report also provided district trustees and staff with guidelines for monitoring future expenses. But Gartland added the district had maintained its balanced budget, as the province demands, while still making good on special education program goals and also maintaining smaller class sizes in its elementary schools, thus allowing more one- on-one teaching time between instructors and students. – Gregg Chamberlain Unlocked vehicles targeted in Ottawa Residents commuting in from Prescott-Russell to work in Ottawa or enjoy a day of shopping are warned to make sure their vehicles are locked and anything valuable either hidden or removed from inside. The Ottawa Police Service reports a rash of theft cases involving unlocked vehicles in the downtown area of the city and other surrounding neighbourhoods. Since the beginning of October, Ottawa police have logged about 500 theft reports involving unlocked vehicles, with about half of those cases in the downtown core. – Gregg Chamberlain
