Stéphane Parisien, chief ad m inistrative officer for the United Counties of Prescott- Russell (UCPR), presented all of the m a y ors on the counties council with the preli m inar y report on the 2013 UCPR budget during the Oct. 9 co mm ittee of the whole session. The good news so far is that the counties could see a m odest increase at worst in the propert y ta x for ne x t y ear or at best no in- crease at all. “We’re looking at a 1.5 per cent increase in the ta x rate fro m this past y ear,” said Parisien, during an Oct. 12 phone interview. “But we’re likel y also going to be close to zero.” Several factors still need considering before the final budget is presented later this y ear. Parisien noted that one of those factors is that 2013 is a reassess m ent y ear

in Ontario, and that could have a great i m pact on the overall budget with changes in provincial propert y assess m ents. There is also the possibilit y that the counties could benefit fro m as- y et unannounced provincial or federal grant progra m s or other sources of funding assistance. Counties staff will continue to research that area while the y also continue reviewing their own depart m ent needs before the final 2013 budget figures are presented before the end of this y ear.
