Phase one of the 10-year Capital Works Program is rolling

The City of Clarence-Rockland is just about ready to go aheadwith the first phase of the 10-Year Capital Works Program, in which members of the community have identified road repairs and stormwater drainage as themost important aspects of the program. Phase one of the 10-Year Capital Works Program deals mostly with road and sewer repairs.This first phase was initially brought to the table at themunicipal council meeting of September 6, but was tabled for over a month to allow all council members prepare feedback in respect to the timing of projects and of certain projects themselves that are a part of this draft plan for the first phase. Phase one of the program includes, more specifically, work related to roads, bridges, culverts, water and sewer infrastructure, over a ten-year horizon. During the review period, members of council agreed on the general objectives of the draft plan. Several recommendedmodi- fications including the removal of the por- tion of Pilon Road fromSt-Pascal to Henrie, removing the portion of Henrie Road from Champlain to Dulac, and adding a portion to Rollin Road fromMaisonneuve to Henrie, and to do so by 2021 and no later than 2028. Council also recommended completing the repairs on Bluejay and Cardinal Streets in 2018-2019 instead of in 2024, as previously planned. While phase one places an emphasis on roads and water, phase two will include work regarding buildings, fleet and park facilities and libraries. Both phases will be included in the City’s Corporate Asset Management Plan, which deals with growth-related poli- cies and projects that are eligible for sup- plemental funding from the provincial and federal governments. The second phase of the 10-Year Capital Works Program is expec- ted to be drafted and approved by Council by June 2018.
La Cité de Clarence-Rockland est sur le point d’entreprendre la première phase du programme d’immobilisations de 10 ans, dans le cadre duquel les membres de la communauté ont identifié les réparations routières et le drainage des eaux pluviales comme les aspects les plus importants du programme. La première phase de ce programme comprend plus particulièrement les travaux liés aux routes, aux ponts, aux ponceaux, aux infrastructures d’aqueduc et d’égout, sur une période de 10 ans. Au cours de la période d’examen du plan, les membres du conseil se sont mis d’accord sur les objectifs principaux du projet. L’administration de la Cité de Clarence-Rockland est en discussion avec l’administration du Conseil scolaire de district catholique de l’Est ontarien (CSDCEO), concernant lapossibilitéd’unpartenariat pour augmenter la capacité des installations sportives pour les élèves du CSDCEO et, conséquemment, pour la communauté. Les Services communautaires et un représentent du CSDCEO se sont rencontrés récemment pour discuter de la possibilité d’ajouter une installation sportive sur le terrain de l’École secondaire L’Escale de Rockland. Martin Lavigne, le surintendant des affaires et le trésorier du CSDCEO, a tendu la main au Conseil au début du mois d’octobre, après que l’administration
du CSDCEO ait approuvé une résolution pour établir des ajouts sportifs à L’Escale – souhaitant que la Cité se joindra au projet. Un partenariat permettrait que la Cité et le CSDCEO partagent les coûts et que tous les résidents de Clarence-Rockland bénéficient des installations, et non seulement les élèves d’une seule école. —photo fournie

By-law No. 2007-01 stipulates that no person shall park a vehicle or permit a vehicle to be parked on a highway (street) at any time between 1 a.m. and 7 a.m. from November 15 to April 1 st . Vehicles parked in violation of this by law will be ticketed. The fine for this violation is $70
