Job Purpose: To lead and manage the Outsourced services section and specialist maintenance contractors to ensure all statutory, planned and breakdown works are completed to agreed KPI’s and Estates Service Statement The Maintenance department section are responsible for the operations and maintenance of a wide variety of complex equipment throughout the University Estate such as environmental systems, lifts, heating, ventilation equipment that form part of the services infrastructure. Duties and Responsibilities: 1. Management and organisation a. To provide consistent management of 3rd parties employed in the delivery of Hard Services and Fabric Maintenance across the Estate, including management of safety, quality and environmental impact. Ensure adherence by all to the University’s ISO14001 environmental management system. b. To offer strategic support to Head of Maintenance in developing a value for money Outsourced Services Strategy in conjunction with Estates Procurement, and wherever possible the insourcing of works in conjunction with the technical teams. Development of service innovations across the Estate. c. Responsible for development of business continuity plan and risk mitigation plan, and ensuring implementation of environmental policy. d. Maintain relevant records of plant and equipment data detailing financial implications and predicted life cycling costs specific. e. Manage the direct employed labour in accordance with University policies and guidance for staff management, including recruitment, discipline and grievance, time sheet completion, absence monitoring, performance management, appraisals etc f. Develop scope for tendering in liaison with the Maintenance Subject matter Experts (SME) and Estates Procurement Team and review tender returns. g. Undertake periodic Quality surveys h. Ensure 3rd party asset data is uploaded and kept current in the University CAFM system an generate compliance reports from data. i. Attend management meetings as required 2.
