Now is an exciting time to be joining the University to take up this role. We launched our new Estates Strategy in 2022, which sees the University planning bold and large scale investments of over £200 million over the next decade, in order to develop our buildings, physical and digital infrastructure. Reporting to the Director of Estates, the Associate Director of Estate Development will have leadership responsibility for the strategic development and effective utilisation of the University’s estate including capital programme/ project delivery, master planning, space strategy/ management and property management. Our Campuses

Our sites are all unique – each with their own character, demands and benefits. The University occupies three sites across central London: Aldgate campus in Tower Hamlets, Holloway Road campus in Islington and the Accelerator building in Shoreditch. Those sites are situated within the communities that we seek to serve. 33% of students’ homes are in immediately surrounding boroughs with an average 37-minute commuting time for all students and London Met has and continues to build strong ties and relationships with its community stakeholders. Holloway Road campus This is the largest of our three sites at 83,233 sqm, held entirely on freehold, and accommodates all of our other academic schools, administrative functions, the Vice-Chancellor’s Office, Learning Centre, Students’ Union, sports facilities, bar and conference facilities. Aldgate campus Set back from Whitechapel High Street and accommodating the large part of the School of Art, Architecture and Design, with some School of Computing and Digital Media functions, this campus has a gross internal area of 23,072 sqm across three conjoined buildings. The Goulston Street and Wash Houses buildings portion of the site are held in freehold across an area of 6,545 sqm (gross internal area) and accommodate studios, workshops and the Atrium café. Calcutta House and Annex constitute 72% of the Aldgate campus and they accommodate the library, studios, workshops, academic offces, student services, Students’ Union and the main campus entrance. This building is leased from the Corporation of the City of London. The Shoreditch Campus A newly refurbished facility of 1,340 sqm located in Shoreditch and set to accommodate Fine art, Fashion and Textiles related courses from September 2025. The building is held on a pepper-corn rent, long-term lease from New City College until 2057.

Our Estates Strategy

The Evolving University We will invest close to £100 million in our campuses over the next ten+ years, in projects dedicated to the heart of the Estates Strategy… meeting the constantly evolving developments in teaching, digitization and digital poverty, and creating a sense of belonging and safety essential to the success of our students and staff. We will surpass students’ experiential expectations, and support emerging subject areas and schools such as nursing and the built environment. A masterplan for the £100 million investment in our campuses will: • Create new distinct school centres, reflecting the unique identities and activities of our schools. Collocated academic offices, specialist teaching space, school offices, and independent learning spaces will meet the different needs of each school, within the always evolving landscape of education. • Develop our existing Learning Centres and libraries as a key project, with creation of new independent learning spaces supporting new ways of learning, whilst respecting our current valuable learning assets. • Establish new centres and teaching spaces for both nursing, and the built environment, to accommodate these developing subject areas. • Create a stand out new entrance to the Holloway Road campus - welcoming, professional and elevating our prominence on the street frontage. • Create a heart to the Holloway Road campus that feels like home, and allowing us to better welcome and interact with our local community and stakeholders.

Our Estates Strategy launched in 2022. A transformational university supported by the Estates Strategy. The University’s plan for over £200 million of transformational investment is an ambitious and exciting development plan, to fulfil these primary goals: • Support the corporate strategy and the Education for Social Justice Framework • Address the inefficiencies and risks associated with our buildings • Enable the development of the University’s structure and emerging subjects and schools • Digitize the campus and user experience • Decarbonise the estate and improve our environment Our investment will be self-funded from current cash balances and future surpluses removing the dependence on third party funders giving us true control over our pipeline of development. Infrastructure Improvements A key aspect of the Estates Strategy is to invest £40 million over the next ten+ years improving the infrastructure and condition of the estate, to place us firmly in the top quartile of all post ’92 universities. Large scale projects to improve building condition, functional suitability and space utilization will both remedy deficiencies in our physical infrastructure, and support the University’s evolving needs.

Innovative Procurement We are currently developing specifications and tender documentation for an innovative Strategic Delivery Partner solution for the delivery and operation of our estate. This procurement exercise should result in a contract with a Tier 1 supplier to deliver our Estates Strategy projects and, potentially, operate and maintain those assets embedding true soft landings, carbon reduction, life cycle costings, logistical and health and safety coordination and a circa 10% saving on capital costs compared with traditional forms of construction procurement. • Find out more about the London Metropolitan University Estate Strategy.

The Digital Campus A smart estate is at the very core of the University’s Estates Strategy and Digital Strategy. We will create a smart estate in collaboration with our newly engaged integrated infrastructure partners, to connect our students and staff to our buildings and services, ensuring our Estates Strategy objectives are fully integrated. Progress to date includes installation of smart building technology such as environmental and people counting sensors in all teaching spaces and offices, seamlessly integrated with a new CAFM system. Ultimately this will give us precise control and automation of our campuses, simplify business processes and provide in-depth analytics to improve both efficiency and end user experience. Putting sustainability front and centre – our Carbon and Environmental Management Plan Environmental sustainability is at the heart of everything that we do. We have an excellent track record and continue to be leaders in this area. Our new Carbon and Environmental Management Plan both meets and exceeds the requirements of the London Plan for reducing carbon emissions. We will achieve Carbon Net Zero by 2030, and our emissions will rapidly decelerate beyond 2028 as we replace our current gas burning district heating system with new renewable energy nodes. Our CEMP enables our graduates to continue this vital work, and improves the internal environment in which we teach, learn and work.

Leadership and Management • Provide leadership to line managed teams and the wider department exemplifying the University and department’s values. • Play a leading role in ensuring the effective operation of Estates Strategy Governance and Strategic Management Boards. • Undertake highly effective contract management of external supply chain partners, measuring performance, reporting and taking a partnering approach to ensuring optimal outcomes. • Make significant contributions to University strategic procurement activities and provide departmental representation on non-Estates project boards.

Job purpose: Responsible for leading the strategic development and effective utilisation of the University’s estate, including capital programme/project delivery, cost and contract control, master planning, space strategy/management and property management Principal Accountabilities: Estates Development and Projects • Lead, manage and coordinate the delivery of a capital programme and distinct projects that support the Estate Strategy, ensuring that project benefits are measured, reported and realized and that robust project and cost control measures are established and adhered to. Ensure that works are completed to agreed specifications, achieving time, cost and, quality parameters and are fully compliant with health, safety, statutory and environmental obligations and best practice. • Lead on strategic estate planning including programme scenario planning, strategic KPI development, cash flow forecast modelling, master planning, option appraisal and feasibility studies for development schemes including collaboration with development partners. • Ensure all projects represent best value for money for LMU and that appropriate and effective risk management, corporate

• Manage processes for establishing realistic project budget estimates, cost plans, cash- flows and regular forecasting across capital projects. • Carry out or oversee post-project reviews, using lessons learned to develop best practice and continuous improvement; • Ensure the effective transition from feasibility to delivery based on a detailed understanding of stakeholders’ needs and objectives. • Ensure highly effective University business disruption and communications strategies are in place and implemented for all projects and initiatives. Property and Space • Lead the development and implementation of LMU’s property and asset management strategy having regard to agreed University priorities. • Lead the acquisition of property on behalf of LMU including negotiations relating to freehold and leasehold agreements and contracts; lead transactions for the disposal of surplus property assets; • Lead the relationship and engagement of external agents and legal/property advisers; • Represent the University in planning matters; • Lead and manage the development and implementation of space management strategies and policies to optimise the allocation, utilisation and management of space throughout LMU; • Lead and direct continuous stakeholder engagement to ensure a detailed understanding and interpretation of existing and projected space demands; • Lead and manage engagement with a wide range of internal stakeholders and partners to

Context: The post provides high level professional accountability for developing and leading an integrated, coordinated approach to Estates’ planning and development based on accurate space data and policies. The post-holder is responsible for Estates’ master- planning and strategy, ensuring alignment with LMU’s developing business needs, providing a focal point for managing key stakeholder relationships and partnerships The post-holder will integrate and coordinate three currently disparate professional disciplines to ensure optimal utilisation and development of space. They will provide strategic leadership in respect of capital planning and project/programme delivery, ensuring value for money together whilst meeting critical cost, time and quality parameters. There is a need to develop effective internal and external stakeholder relationships and closer collaboration in respect of planning and development. – internal and external. Principal Challenges:

Person Specification

The post requires the managerial background and experience necessary to provide professional and strategic advice at a senior management level, to identify and implement opportunities for improvement and the management of change. • Relevant professional background and extensive experience of leading and managing major capital programmes in a complex estates environment with experience of space management. • Relevant professional qualification in construction or property sector and membership of relevant professional body. • Strong commercial awareness and contract management experience; • Experience of pivoting and flexing approaches to develop creative solutions in the face of change. • Significant change management experience and the implementation of strategic improvement plans; • Experience of leading or contributing
