Russell Township council finished off a special July 5 session, before the sum- mer break, by approving a modified bylaw to allow all local merchants, big and small, the choice of staying open for business on some statutory holidays. The decision followed after the public hearing portion of the Thursday evening ses- sion of council, during which representatives for several major businesses in the township and also the president of the Chambre de commerce Prescott-Russell Chamber of Commerce (CCPRCC) expressed their views regarding the proposed bylaw. The original plan that evening was for council to give first reading to the bylaw, hold the public review, and then set the bylaw aside to come back at a later date for second and third reading and either approval or rejection. Instead, when the bylaw came up for first reading, later during the regular part of the meeting, council members discussed changes to the bylaw suggested by Mayor Pierre Leroux and Councillor Jamie Laurin, and then gave final reading and approval to the revised bylaw. The CCPRCC had 41 responses to the questionnaire that included asking if they were in favour of statutory holiday openings and would they be open for business on those days if allowed.
