Thorough knowledge and understanding of planning policy and regulations, building regulations, contract law, construction management, appointment and management of external design teams Experience of leading strategy development and implementation Experience of leading, managing and motivating a team Demonstrable experience of building credibility and influence with senior stakeholders internally and externally To have experience of development of large organisational estates strategies and specifically development of master planning Experience of taking strategic decisions across a wide variety of projects Experience of leading the embryonic stages of projects including elements such as business case development, feasibility and option appraisal, strategic brief development and concept design A good understanding of EU procurement law and to be able to work with a Procurement Team to ensure compliance. Experience in different forms of procurement and construction and consultant contracts Significant experience in reviewing and managing risk and implementing systems to ensure its reduction Substantial experience in reviewing options for procurement of the services of consultants and contractors and making reasoned recommendations A thorough and up to date knowledge of current construction trends and legislation Excellent written and verbal communication and interpersonal skills and the ability be an articulate and effective advocate to establish good working relationships with a diverse range of partners internally and externally Experience in the negotiation of projects with Developers A sound appreciation of the procedures relating to the public sector
