ROCKLAND | Des conseillers de Clarence- Rockland réclament l’unité au sein du conseil municipal. Devant plus d’une soixantaine de citoyens réunis en conférence au Gab’s Sports Bar, les conseillers Raymond Serrurier, Michel Thivierge, Bernard Payer et Guy Desjardins, accompagnés de membres du conseil précédent, ont déploré les agissements du maire particulièrement depuis les dernières semaines. Notons entre autres lapublication par le maire de documents portant sur les ententes entre la municipalité et l’ex- directeur général Daniel Gatien, ainsi que la destitution de Guy Desjardins des comités municipaux. Rappelons également la démission des conseillers Raymond Serrurier et Michel Thivierge des comités. Le conseiller Guy Desjardins a d’abord lu à haute voix un communiqué dans lequel il expose des faits. D’entrée de jeu, il a été question d’une enquête menée par l’Unité de lutte contre l’escroquerie actuellement en cours. «[…] ni la Cité, ni ses employés, ni sesanciensemployésnesontsousenquête», a déclaré M. Desjardins en se basant sur une vérification faite par le conseiller Raymond Serrurier auprès de la Police provinciale de l’Ontario (PPO). «La seule enquête en cours est celle portant sur les courriels dits de Sergio Netaliano». Fatal hit and run near Navan suspect sought
NAVAN | A pedestrian was struck and killed on Frank Kenny Road near Navan just north of Russell Road on Sunday, August 11 between 5 a.m. and 5 :30 a.m.
The victim was a 30-year-old male. His name is not being released at this time. The type of vehicle which struck him is not known, but it is apparent that the dri- ver did not remain at the scene. Both the north and south bound lanes on Frank Kenny Road between Russell Road and McFadden Road, near the vil- lage of Navan, were closed until about 12:30 p.m. while the Ottawa Police Ser- vice Collision Investigation Unit investi- gated the accident scene. The victim suffered serious injuries
symptomatic of being struck head- on by a moving vehicle as opposed to being thrown from a car or otherwise. The Navan Fair was also held this wee- kend in Navan. A two-car collision occured on August 8th, just before the noon hour, at the inter- section of County Road 17 and Ramage Road about six kilometres east of Rock- land. A pickup truck and an SUVwere involved in the accident. The front end of the SUV was pushed in and a tow truck was called in to haul it away. Traffic investiga- tors were called in to examine the scene. No serious injuries were reported.

lection of the old iron bridge that once spanned the river west of Berwick in the 1940s and early 1950s. After many years of service it was closed to traffic and later tak- en apart in 2012 and hauled off as scrap. “I almost hated to see it go,” he said. The book includes entries in both French and English, reflecting the dual linguistic heritage of the region. “There’s quite amix of anecdotes and rec- ollections in the book,” said Ronda Boutz, one of the editors on the project. “It’s an easy, interesting read, especially for those who live in the area or have roots here.” Contributors to the book each received a copy from the first print run. The book is now available for purchase by the general public at $10 a copy at the SNC office in Finch.

The South Nation Conservation Author- ity (SNC) celebrated the summer launch of its latest project, Our Watershed, Our Heritage, Notre basin versant, notre patri- moine, a coffee-table type book featuring 136 pages worth of photos collected from local families and other sources along with personal reminiscences and other articles on life and times in the South Nation River
watershed region. “This book brings to life the history of the river and its inhabitants,” said Bill Smirle, SNC chairman, who contributed his own seven-page recollection of boyhood days living along the river. The book is part of the SNC’s 65th anni-

Le Village d’antan franco-ontarien (VAFO) a un nouveau partenaire « bâtisseur»: la Nouvelle chambre de Commerce de Clarence-Rockland (NCCCR). Lors de son deu- xi ème tournoi de golf annuel, qui a eu lieu le 12 juin, une somme de 6290$ a été amas- sée pour appuyer le VAFO. Dans le cadre du mandat de la NCCCR, c’était l’occasion de commanditer un projet visant à promouvoir le patrimoine culturel franco-ontarien. L’activité s’est déroulée sous la présidence d’honneur de l’entraîneur de la Ligue na- tionale de Hockey et ambassadeur duVillage d’Antan franco-ontarien, Jacques Martin.

Rockland, Marcel Guibord, a dû à nouveau défendre sa décision de publier les documents sur le site Web de la municipalité relativement aux ententes entre la municipalité et l’ex-directeur général Daniel Gatien. Les reproches sont
venus de citoyens lors de la réunion du comité plénier tenue le 6 août. Les premiers commentaires sont venus du citoyen assidu André Branchaud. «[…] j’estime que votre message du 12 juillet est irresponsable et indigne du
poste que vous comblez », a déclaré en fin d’intervention M. Branchaud. Rappelonsque le12 juillet dernier, lemaire avait rendu public 46 documents obtenus en vertu de la Loi sur l’accès à l’information. Ceux-ci traitaient des ententes entre la municipalité et l’ex-directeur général Daniel Gatien dans une poursuite contre le Journal des mousquetaires. Suivant la publication des documents, le nouveau directeur général, Michel Bellemare, avait ensuite obtenu l’avis juridique de deux avocats. Ceux-ci avaient ensuite conclu que la publication des documents présentait un risque au niveau juridique pour la municipalité. Les documents ont été retirés du site par le directeur général, mais remis peu de temps après à la demande du maire. « Cet avis juridique n’indique pas comment, ou même si, les faits avancés sur lesquels il a basé ses conclusions ont été vérifiés avec les autorités concernées, ou même encore avec les membres du conseil», a déclaré Marcel Guibord. Ce dernier estime également que l’avocat impliqué n’aurait pas eu suffisamment de temps pour étudier la légalité des publications. «Il est difficile de croire que maître Huard (auteur du premier avis juridique) aurait pu vérifier auprès de la PPO et auprès des commissaires à l’information et à la protection de la vie privée pendant une fin de semaine». Un autre risque de poursuite Le maire Marcel Guibord a plutôt dénoncé le fait qu’une copie des avis juridiques remise aux médias exposerait la municipalité à une poursuite. «Ces actions en justice potentielles contre la ville ne viendront pas du fait que des documents ont été rendus publics en conformité avec la Loi sur l’accès à l’information municipal et la protection de la vie privée. […] mais plutôt, parce que des documents confidentiels distribués aux membres du conseil ont été délibérément remis aux médias», a déclaré M. Guibord. Quoiqu’il en retourne, les avis juridiques sont toujours à l’étude. Des plaintes ont également été envoyées au ministère des Affaires municipales et du Logement de même qu’au Commissaire à l’information du Canada.

Debra Wyatt, another farmers market man- ager. “And we want our vendors to be suc- cessful.” Success, in this case, means seeing the market’s base of customer support expand far beyond the village bounds. The last time market organizers did a statistical survey of how many people made their way to the site on a Saturday and where they drove in from, the final figure worked out to 500 visi- tors on that particular market day. “It can be anywhere now from 500 to 1000 a week,” Blanchard said. “Far and wide,” Wyatt added. “It’s not just Cumberland people who gather here.” The vendors themselves are also not lim- ited to the Cumberland area. Some market
members hail from The Nation municipality or the City of Clarence-Rockland and even as far west as Ottawa’s Kanata suburb. There are even one or two from the Québec side of the Ottawa River who make the trip by ferry over to Cumberland to sell seasonal produce or goods. Wyatt noted that a few of the vendors have set up greenhouse operations so they offer some kinds of seasonal produce ear- lier in the year and even provide a second crop for the benefit of customers later in the year. The market has also become a popular staging site for buskers and others offering live music, street juggling, and other forms of live entertainment.

CUMBERLAND | Seven years long and still going strong. The Cumberland Farm- ers’ Market is a community project that has been a bountiful success story for the neighbourhood. “In 2006 it started as a community discus- sion,” said Mathieu Blanchard, one of the farmers market managers. The focus of talks back then was to try and set up something to provide Cumberland village residents with a community source of healthy and organic produce. The project had the support of Rob Jellett, who was the ward councillor at the time. That first summer the market had be- tween 20 to 30 vendors signed up willing to spend their Saturdays for that season outside of the community arena on Dun- ning Road. Seven years later, there is a core group of 30 regular vendors plus another Claude’s MOTORCYCLE SERVICE
