INTRODUCTION
Thank you for your interest in the Director of Capital Delivery post at Essentia.
Guy’s & St Thomas’ is one of the largest hospital trusts in the country, with around 17,000 staff, an annual turnover of more than £1.6 billion, and over 2.6 million patient contacts a year. Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations. Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

Director of Capital Delivery
As part of a transformation programme to support the realisation of Essentia’s strategic ambitions, we are seeking to appoint a Director of Capital Delivery. This role is key to achieving Essentia’s ambitions and an influential part of the Essentia senior leadership team, with specific remit for the delivery of the Trust’s ambitious and complex capital development programme. Reporting to the Director of Design & Development, the post-holder will oversee the management of the capital delivery team, ensuring high performance and efficient delivery of projects, ensuring that development is forward thinking, has patient experience at its heart and is future proof and sustainable. We are seeking an individual with a proven track record in a senior estate development leadership role, with experience of delivering estate development strategies and programmes to support an organisation’s strategy. You will have strong leadership and management skills, with the ability to lead and inspire team members and internal and external stakeholders whilst effectively managing resources across a complex portfolio of activities.
The role offers the opportunity to design and develop world class healthcare facilities across one of the UK’s largest healthcare portfolios, creating an environment that in turn will make a fantastic difference to so many.

About the Trust
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation
trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services . Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England
including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need

Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic
business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.
We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.
Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary
This role is key to achieving Essentia’s strategic ambitions, and is a key member of the Essentia senior leadership team. It holds responsibility for the capital development delivery team, providing effective leadership, direction and delivery of project management services and resources, and the management of associate processes, procedures and reporting. Key areas of Trust-wide responsibility include capital planning, project management of capital schemes, engineering infrastructure planning, preparing feasibility studies, contract management and capital procurement, and making recommendations on the development of capital schemes, preparation of information for incorporation into business cases, technical assurance and other statutory compliance. The role is highly autonomous, requiring interpretation of national policy and strategies, and involves the analysis, synthesis and regular communication of highly complex, sensitive and contentious information, both within the Trust and with external stakeholders, where there are significant barriers to acceptance. The post-holder is accountable for the direct delivery of several highly technical specialist and professional services, across the Trust’s capital investment programme of about £1bn.

THE ROLE
The Postholder: • Leads the delivery of healthcare facilities that meet the clinical, research and educational needs of the Trust, providing expert, specialist professional support to design and development. This includes the capital projects contained in the Trust’s estates strategy, all capital developments that contribute to the business objectives of the Trust’s clinical directorates and business units, and where appropriate projects involving Trust partners across KHP and the ICS; • Is responsible, as the Trust’s expert in estate development, for converting the Trust’s clinical service strategy and investment strategy into reality, managing the project directors for major projects. • Carries overall Trust-wide accountability for delivering the strategic capital programme and ensuring it is delivered to standards and timescale with expected benefits fully realised; • Builds high quality relationships with clinical service leads, to ensure consistency of approach and to ensure critical interdependency risks are transparent and managed. This will involve highly challenging interactions; • Line manages several significant specialist departments/services with Trust-wide impact, including budgetary responsibility and procuring equipment and supplies. • Leads the training and development of professional staff involved in project management to ensure sustainability of technical expertise in the capital development workforce. • Deputises for the Director of Design and Development across their entire portfolio.

KEY RESPONSIBILITIES
Design • Oversee the design of ‘standard room’ specifications to be adopted as the functional trust standard to promote flexibility, modernisation and off site manufacture. • Ensure Trust capital investments are environmentally sustainable to the standard set in the Trust’s sustainability strategy with stretching targets for reduction in carbon emissions. • Ensure all fit-outs, refurbishments and new builds meet required technical standards and specifications. Capital Delivery • Lead, develop, implement and oversee a capital development policy and strategy for the Trust. • In conjunction with relevant stakeholders, co-ordinate and prepare a cost-effective capital programme for approval that supports clinical activity and aspirations as appropriate. • Oversee the efficient delivery of the capital programme from scheme design to scheme implementation, ensuring effective project management of capital projects, with stakeholder engagement and patient involvement where barriers to acceptance and understanding exist. Lead on complex and challenging negotiations on behalf of the Trust. • Manage the performance of the capital projects delivery team to ensure transparency and accuracy in project reporting in relation to procurement, budget control and timelines. • Work with the Director of Estate Development to identify and deliver decant projects to facilitate the estate development ambitions of the Trust, overcoming barriers to understanding and acceptance. • Ensure that all projects are delivered to a high quality design standard achieving required patient safety standards and engineering standards within the resources available. • Develop and manage a resource pool for project management and operational commissioning. • Ensure the production of high quality business cases through providing quality assured support in design, cost estimating and technical content. • Advise on capital procurement processes and develop these to ensure the Trust’s capital projects are delivered.

• Ensure compliance with Design Standards, Technical Assurance and Control in order to meet statutory compliance obligations. • Manage site logistics, integrating effectively with operational teams. • Manage interfaces with Trust teams including Digital, Infection Control, Fire, and Engineering to ensure quality outcomes. • Ensure budget and programme control to agreed standards. • Ensure all projects are designed and delivered in accordance with CDM regulations including appointment of competent persons and the delivery of Health and Safety plans. • Engage contractors in accordance with appropriate forms of contract and the Trust’s Standing Financial Instructions, monitor progress and take action to correct poor performance. • Manage statutory compliance and best practice compliance with regard to: Construction design and management regulations Fire safety Asbestos management Control of legionella Property related health and safety NHS Health Building Notes (HBN) and Health Technical Memoranda (HTM) design guidance documents Sustainability Equality • Lead on the creation of a unified works programme by aligning environmental management, capital and estates projects and practices to ensure co-ordinated working and asset sustainability. • Work closely with operational teams to ensure the implementation of capital projects has minimal impact on the operations of the hospital. • Ensure the provision of regular reports to the Trust Board and sub-committees reflecting progress in capita schemes.

Major Projects • Support the presentation of highly complex development proposals to ensure Trust Board members, senior executives, clinicians and staff understand the Trust’s investment ambitions. • Support effective stakeholder engagement with both clinical team and patient involvement in the planning and design and fit-out of clinical facilities, bringing professional expertise to bear in situations where expert advice differs, and where barriers to understanding and acceptance exist. • Develop and manage effective contract procurement and commercial relationships with consultants, contractors and supply chain, focusing on delivering quality outcomes. Participate in, and on occasion lead, complex negotiations at the highest level. • Provide technical support and assurance to ensure high quality business cases are presented for decision-making. • Ensure compliance with design standards. • Devise and take responsibility for planning and delivery of operational commissioning and handover of projects to operational teams. • Lead negotiations where appropriate with internal and external groups and contractors. • Manage interfaces with key stakeholders, ensuring that interfaces and communications with all stakeholders are effective. • Manage the interface with Trust appointed technical advisers on issues including IT&T, FM planning/life cycle costs, sustainability, technical compliance etc. Act on behalf of and represent the Trust. • Prepare scheme management control plans as required. • Regularly undertake and manage research activity including complex surveys and regular audits in relation to asset and property management.
