9. To appoint and manage teams of contractors to construct the project. This includes interviewing, tendering and preparation of construction contracts and processing payments for goods received via consultancies if appropriate. 10. To provide suitable direction of an Estates Officer (Residences) member of staff to help deliver residency sector projects. 11. To provide a professional technical advisory service to the University and technical solutions for construction projects. This includes providing a professional assessment of building defects and recommending solutions. 12. To utilise professional judgement and employing suitable expertise to inspect and report on statutory, building or services related problems as required. 13. Managing statutory compliance for projects to ensure: a) Health and Safety legislative control. This includes discharging client responsibility under the Construction (Design and Management) regulations 2007; b) Control of Asbestos; c) Adequacy of fire safety provision; d) Needs of disabled persons are considered; e) Any issues relating to neighbourly matters such as party walls or rights of light issues are adequately addressed; f) Projects receive Building Regulation and planning approval; g) Works are commissioned and Health and Safety files, Operation and Maintenance manuals are provided. 14. To liaise with the University’s internal departments and external stakeholders to ensure projects are properly managed and delivered. 15. To advise the University on legislative compliance and to lead project teams to ensure that the works are constructed in accordance with current building, health and safety legislation. 16. To advise clients and direct consultancy teams and contractors on University strategic operational policies and procedures and ensure compliance. 17. To ensure clients, consultancy teams and contractors use University approved consultant’s contractors and suppliers to achieve compliance. 18. To provide a negotiating service where appropriate to ensure the best business solution is affected. 19. To work with and mentor Project Managers and Assistant Project Managers in the course of delivering projects and take an active role in helping them improve their professional skills and enhance their career within the team.

The post will be based at Lavington Street, Guy’s Campus. However, it is a requirement of employment that the holder be prepared to work at any additional additional or different location owned or served by the University either on an ongoing or temporary basis after due consultation.

Role purpose King’s College London are seeking a highly-motivated, organised and capable individual to deliver effective and professional construction project management services across the University’s substantial and varied property portfolio. The post holder will be expected to work with the Associate Director of Real Estate Development to independently manage capital projects, consultant teams, internal and external stakeholders; to ensure the University’s property portfolio is effectively maintained, improved and/or refurbished in accordance with the maintenance plan(s) and capital investment programme. The post holder will be required to undertake the management of technically complex projects that may include medical or scientific research facilities. Role profile (Main duties and responsibilities) Principal responsibilities 1. To ensure delivery of an effective, professional project management and development management service to ensure the University’s substantial and varied property portfolio is effectively acquired, developed, maintained, improved and/or refurbished and/or disposed of in accordance with Estates Strategy. 2. The management of a complete pre-and post- project service in all aspects of construction work, development, new build, conversion, alterations and improvement works to ensure the estate is properly managed to ensure compliance with the University’s core values. 3. To provide direction and guidance on best methods or preferred means of construction to consultants and contractors. 4. To develop the client brief and ongoing client requirement, conveying this to the consultant or construct team as appropriate. To advise colleagues on matters relating to projects that may be of concern or impact on the function or work of departments. 5. To act as a driving force leading and directing projects to the required solution. 6. To develop and maintain project programmes. 7. To compile, manage and authorise financial budgets and certification of appropriate payments up to approved levels. To provide feasibility costs and reporting for funding approval and review costs as required during the progress. and completion of a project. 8. To appoint and manage external consultant teams to assist in delivering the required complete construction project management service. This includes interviewing, tendering and preparation of service contracts of appointment.
