“They (ministry) are going to be financing the bulk of the project,” said Parisien. “So they have a say.” The present projected cost for the new Residence is between $80 million and $85 million. While the financial plan for the proj- ect will involve some upfront money from the UCPR, the majority of the cost will be covered through a long-term loan. The loan may be through Infrastructure Ontario, which assists municipalities with financing of major infrastructure projects at interest rates that are comparable or less than what most banks or other lending institutions offer. The UCPR finance depart- ment is reviewing all funding aid options for a final report and recommendation to council later in the year. Once the pre-qualifying process is done for potential contractors, the UCPR will issue a Request for Proposals (RFP) for contractors
Plans are on schedule for building a new long-term care and retirement facility to replace the existing Prescott-Russell Residence. “It’s full steam ahead,” said Stéphane Parisien, chief administrator for the United Counties of Prescott-Russell (UCPR), on the status of the project. The UCPR owns and operates the Residence through its social services department. UCPR staff will present a pro- posal during this month’s committee of the whole session for counties council a plan for launching the pre-qualification process for potential contractors on the project and also a proposal to submit the project design plans to the Ministry of Health and Long-Term Care for review and approval.

The site for the new Residence is on Spence Street in Hawkesbury, adjacent to the Hawkesbury Fire Department station
and a few blocks up the street from the Hawkesbury & District General Hospital, and also from the present Residence facility over on Cartier Boulevard. The UCPR and the Town of Hawkesbury have worked out a reduced permitting fee proposal to help with the costs for the project. “And we do appreciate the co-operation we’ve had from the Town of Hawkesbury,” concluded Parisien.

A Hawkesbury man faces charges following a police raid. Members of the Hawkesbury OPP detachment, the OPP Street Crime Unit, and the Emergency Response Team ex- ecuted a search warrant on a residence on Gladstone Street in Hawkesbury May 8. Steve Roy, 49, of Hawkesbury now faces charges of possession of cocaine for the purpose of trafficking, posses- sion of an imitation weapon for a danger- ous purpose, and failure to comply with a legal undertaking. During the raid police seized an unspecified quantity of cocaine, some Canadian currency, a pellet gun, some cell phones, and other items which are often associated with drug trafficking. The accused was released on his own recognizance and is scheduled for a provincial court appearance in L’Orignal September 9. Drouin provided information and answered questions about current federal aid programs designed to help small busi- nesses during the COVID-19 pandemic. Dr. Roumeliotis provided an update on the pandemic situation in the EOHU region and also answered questions about how busi- ness operators can manage their operations as the provincial government begins to phase in its plan to restart the Ontario economy. The government is doing a gradual lifting of the restrictions it imposed on businesses in March as part of its pandemic prevention plan to reduce the chance of COVID-19 conta- gion. Those restrictions included mandatory public closure of all businesses except those deemed “essential” like grocery stores, restaurants which can provide drive-through or delivery service, drugstores, and others which keep residents supplied with food, medicine and other necessities. The three chambers of commerce will continue their virtual information conference project each week, featuring other guest speakers, for the benefit of their members.

Anyone wanting to stroll along the Prescott-Russell Recreation Trail will have to either walk or ride a bike to get there. All the vehicle parking lots at the trail access points are now closed as the United Counties of Prescott-Russell (UCPR) follows the provincial government’s pandemic prevention plan for closure of public recreation sites to prevent people gathering and posing a risk of contagion. situation is creating an unexpected challenge in drafting the budget. “Considerable uncertainty exists regard- ing the impact of COVID-19 on issues, rang- ing from enrolments to funding,” Hobbs stated in his analysis. Curently, the UCDSB could have a $717,537 surplus from its 2019-2020 budget. District staff is still tallying up actual expenses for the past school year, allowing for reduced spending due to school closures resulting from both the pandemic and the rotating strikes by teacher unions during their contracts dispute with the provincial
government. Whether the UCDSB has either a deficit or surplus budget for the 2020-2021 term depends on several factors. The main con- cern is enrolment, which affects the amount of guaranteed provincial funding the district receives each year. Hobbs’ report noted that the UCDSB could see a slight decline in its total student population next term. Projections suggest a possible 0.4 per cent drop in student numbers for 2020-2021 compared to the current school year. Other factors may affect next school year’s budget. They range from changes to other provincial revenue sources to the need to increase the UCDSB’s contribution to its OMERS (non-teacher pension plan) program because of upsets to the 2020 economy thanks to the pandemic and other causes. The report concluded that the UCDSB may
have either a deficit or a surplus budget for 2020-2021. The potential deficit could be as much as $1.1 million, while the possible surplus could be more than $2.8 million. If the UCDSB faces a deficit budget situ- ation then trustees and administration have to decide on spending cuts as provincial legislation does not allow school districts to run deficit budgets. If a surplus budget results, then trustees will consider options for the extra money, which could mean us- ing some for existing or new programs or projects, or putting some or all of the surplus into a reserve fund. The Education Ministry will release its funding support figures for school districts, based on student enrolment projections, later this month. UCDSB trustees will receive the preliminary district 2020-2021 budget report June 3 for review and approve the final revised budget June 17.
They won’t know for certain until June but trustees for the Upper Canada school district could find some good news in the 2020-2021 budget report. Jeremy Hobbs, business services su- perintendent for the Upper Canada District School Board (UCDSB), presented trustees during their April 22 teleconference session with a preliminary analysis of the district budget situation for the 2020-2021 school year. Legault Garden Centre in Hawkesbury is open for business, to the delight of local gardeners eager to plant their spring flower beds and vegetable gardens. The provincial government launched the first phase of its relaxation of business restrictions in Ontario in the wake of the COVID-19 pandemic. Also all of the existing perishable break- fast foods, including cheese, yogurt, cereal bars, bread, and other items already bought and available will be donated to the food banks, with the understanding that these donations are dedicated to families with school-aged children. “The donations will help our students fuel their learning at home during a time of social distancing,” stated Matt Raby, UCLCET executive director. “We want to ensure all our students are well cared for during this unusual time, and that they’re prepared to learn when they return to class.” Food donations were divided among the Hawkesbury Central Food Bank, the Rockland Help Centre’s food bank operation, Operation Harvest Sharing in Brockville, the South Gren- ville Food Bank in Prescott, Agape Centre in Cornwall, and the Gananoque Food Bank.
With schools closed because of the COVID-19 pandemic, one Eastern Ontario school board has decided to help out local food banks with its school- nutrition program supply. The Upper Canada District School Board (UCDSB), in cooperation with the Upper Canada Leger Centre for Education and Train- ing (UCLCET), will donate the supplies from its school nutrition programs to food banks within its operations area to help families in need during the COVID-19 pandemic. “We are happy that the food and funds that go into these programs will continue to be used as they were intended,” stated John McAllister, UCDSB board chair. “There are a number of children that rely on these programs, and a number of families that already rely on our community food banks. We hope that diverting this funding and the food will help alleviate some of the added pressure that is being felt by these vital community services.” The UCLCET is a non-profit agency, funded through the Ministry of Children, Community and Social Services. It operates the school nutrition program for the UCDSB, and other school districts, both English and French and including the Catholic districts, within the Eastern Ontario region. The agency, with the support of the school districts, is reallocating program funding to assist local food banks to purchase foodstuffs for their shelves. SIX CHILD-CARE CENTRES FOR ESSENTIAL WORKERS Essential service workers now have six child-care centres available to them as they maintain front-line service for resi- dents during the COVID-19 pandemic. The United Counties of Prescott-Russell (UCPR) announced Friday (May 8) that it now has arranged a total of six emergency child-care centre operations to support front- line workers providing essential services for Prescott-Russell residents during the current pandemic situation. Use of the centres is free of charge to people classed as “essential service per- sonnel” according to the provincial govern- ment’s list. This includes those who work in hospitals and long-term care facilities, as paramedics, police, and firefighters, and in various food service industries such as grocery stores and restaurants which provide take-out or delivery service. Abide by the protective health recommendations After you go out in public, monitor yourself for symptoms and abide by the following recommendations.
In the coming weeks, activities will gradually resume in Québec, with the consent and collaboration of public health authorities. The reopenings will occur in phases, depending on the type of activities and the geographic zone. You can check information about the reopening phases on the Government of Québec website: Québec.ca/coronavirus Throughout this process it will remain essential to abide by protective health directives, which limit the danger of the virus spreading. • Wash your hands frequently with soap and warm running water for at least 20 seconds. • Use an alcohol-based hand rub if soap and water are not available. • Practice proper cough and sneeze etiquette:
• If you must go out, stay at least 2 meters (around 6 feet) away from people who do not live in your household. • If you are unable to stay at least 2 meters away from others, wear a face covering. • If you are sick, avoid all contact with more vulnerable people such as seniors and people whose immune system is weakened or that have a chronic disease. • Avoid direct contact when you greet someone, such as shaking hands, and use alternative ways to greet people.
