various other acts of vandalism before es- caping along the trail. Homeowners try to clean their decks and other structures as fast as possible but, in some cases, stains still remain behind, affecting the property value of the home. Leroux told council these are not random, isolated incidents against residents in the neighbourhood. “This usually happens when we are at home,” she said. “They (vandals) want to see our reactions, our frustration.” Police always respond fast when homeowners report a vandalism incident. But Leroux noted there is not much they can do unless they catch the miscreants in the act.The youths, she noted, are well aware of their rights and even seem to have parental support.

She told council that last year, the day before Halloween, her husband, Colin Baird, once went out after an egging incident and caught two youths before they had a chance to flee with their friends. He turned them over to the police but later found himself charged the next day with assault by the parents of the two youths.The charges were later dropped but not until February of this year and after several court appearances to deal with the matter. Mayor Leroux promised to have admin- istration look into the various suggestions from area residents. He noted that it’s also the second time within a week that he has heard about the Hydro substation “hangout” situation.
