Senior Judge Neil Edward Axel, District Court in Howard County , served as the keynote speaker of the event. • At the close of the Howard County District Court Adult Drug and DUI Court (HCDC) graduation ceremony on May 5, Judge Ricardo Zwaig officially passed the gavel to Judge Wayne A. Brooks who took over as the presiding judge in the Howard County District Court Adult Drug and DUI Court . Judge Zwaig began presiding over the court on March 7, 2012, which has since graduated 171 participants.

• Quarterly meetings continue to be held in District 10 with stakeholders to discuss possible solutions to community issues. In 2021, several meetings were held with justice partners and volunteer agencies to help battle the rental issues in the community, specifically homelessness. These meetings will continue regularly as they help keep the lines of communication open with stakeholders. • The success of the drug court is also strongly tied to the community team approach. On May 5, Howard County Adult Drug and DUI Court (HCDC) program graduated eight participants during an in-person ceremony. Judge Ricardo Zwaig, District Court in Howard County, presided over the ceremony. Judge Wayne Brooks, District Court in Howard County, was also in attendance as were the drug court team
