• The Mental Health Diversion Program/ Opiate Recovery Program (MHDP/ORC) in the District Court in Harford County strives to reduce the number of times offenders with mental health illnesses/
substance abuse issues might encounter the criminal justice system in the future through early identification, timely assessment, and connecting participants to the appropriate level of services. The Opiate Recovery Program served 16 participants in fiscal year 2021 and celebrated the successes of six graduates. The Mental Health Diversion program served 17 participants in fiscal year 2021 and celebrated seven graduates. While new admission of participants was greatly impacted throughout the pandemic, both programs continued to engage current participants actively during COVID to continue to make positive gains. Participant numbers continue to increase as COVID-19 restrictions are lifted.
