GROWWITH US THE CITY OF PEARLAND Pearland is located in the Texas Gulf Coast Region in northern Brazoria County with portions of the City located in Fort Bend and Harris Counties. Outstanding public schools and safe neighborhoods are Pearland hallmarks. CITY SERVICES SUPPORTED BY THE PROPERTY TAX DOLLAR The City of Pearland is between 20 - 30% of the total property tax bill.

Pearland’s property tax rate for Fiscal Year 2020 is $0.741212. The City’s tax rate is established annually through the budget process, which begins in February of each year and runs through September. City Council and community stakeholders participate in a process facilitated by City Staff to determine how to best invest in the City’s six Strategic Priorities, which lay the groundwork for sustainable growth and value across our community. The result is a budget recommendation, that is paired with home values provided by the Counties, which determines the appropriate tax rate. Once adopted, funds from property taxes go directly to services residents see every day, like Police, Fire, infrastructure, parks and so much more.

SALES TAX REVENUE IN MILLIONS Sales Tax, primarily composed of a one cent local sales tax collection (from the City’s General Fund), is estimated to increase from $22.4 million in Fiscal Year 2019 to $22.6 million in Fiscal Year 2020. The sales tax revenue has increased as the local economy grows. The Pearland Economic Development Corporation also collects a half-cent local sales tax, which is not reflected in the numbers.

HOW THE CITY ALLOCATES MONEY FROM THE GENERAL FUND ($86.2 MILLION) Adopted General Fund expenditures for Fiscal Year 2020 total $86,211,511. Public Safety (Police and Fire) accounts for 56.1% of the total budget as services are provided 24/7. There are 678 positions (full and part time) in the General Fund of which 408 or 60% are Public Safety related.

Sales and Use Tax Revenue makes up 26.1% of the General Fund and Property Taxes account for 29.6% of the General Fund. The City’s $0.306712 tax rate funds operations. Service charges (21% of revenue) include ambulance fees, parks and recreation fees and administration fees from the Tax Increment Reinvestment Zone (TIRZ). Franchise Fees (8.3% of revenues) come from utilities (gas, cable, electric, telephone and garbage) for use of City right of ways.

GENERAL FUND HIGHLIGHTS

Budget for two sworn positions. This increases sworn positions to 171 to keep the residents of Pearland safe.

This funding represents a Continuous Onboarding program that is ongoing. Throughout FY20, the Fire Department plans to bring on 13 positions by the end of the Fiscal Year. These positions are necessary in order to open Station #8.

PUBLIC SAFETY INVESTMENT In Pearland we have grown the Public Safety staff, resources, training and technology to be even more modern and professional, a long-standing Pearland commitment. Expenditures for Police and Fire in FY20 represents 56.1% of the $86.2 million in General Fund expenditures at $48.3 million. The $48.3 million funding level for Police and Fire is $3.1 million more than FY19 budgeted level. This is driven by increases in staffing levels, compensation levels and capital replacements. CAPITAL IMPROVEMENTS Our Capital Improvements Plan has $652.8 million of projects in the next five years. The vast majority, $387.3 million is needed for water and waste water improvements. Those needs are repaid by users of the systems, from the City’s Enterprise Fund that operates as a business, charging rates to ensure the fund is self-supporting. For the remaining $265.5 million, $129 million is for new street widening or extensions across Pearland. Improving quality of life is also a key driver in the City’s 2020 Budget.
