Escarpment area near Plantagenet. Counties council’s decision on the last item of interest scuttled plans for a local developer to set up an asphalt plant in the escarpment area. "e proposal has been the centre of controversy with neighbou- ring homeowners protesting that the plant’s operations could a$ect their drinking water. “It was a long process,” Prévost said du- ring a later interview, adding that the UCPR OP comes up for review every !ve years, not counting single amendments that might be made while a review is ongoing. "is year marks the 27 th amendment pro- cess for the OP since 1999 and the second complete !ve-year-review process for the complete document. Prévost noted that this most recent !ve-year-review process was complicated by the provincial government introducing a new provincial policy system for planning. "e !nal word from the province on whe- ther the newOP is acceptable should be on the counties council table before the end of the year. Unless there is an appeal !led against it with the OntarioMunicipal Board.
"e work is all done, signed and sealed, and now all that remains is to send the revised O#cial Plan (OP) for the United Counties of Prescott-Russell o! to the provincial government for review and approval. Counties Planning Director Louis Prévost presented counties council, during its Aug. 26 regular session, with the complete report on all the revisions and additions made to the OP as part of its regular !ve-year review. “It contains 236modi!cations in the text,” he told the assembled mayors, “and 876 modi!cations to the maps. "ere was a lot of public interest in this O%cial Plan review.” Prévost noted that three things drew the most interest and public comment during the review. "ey were the operation and impact of the Ivaco Rolling Mill near L’Ori- gnal, the present and future boundaries safeguarding an Area of Natural Scienti- !c Interest (ANSI) in Alfred-Plantagenet Township, and removal of the aggregate minerals designation for the Jessup’s Falls
