&/#3&'r#3*&'4 STRATEGIC PLAN Champlain Township council approved a recommendation from its committee of the whole for municipal staff to prepare a hiring call for a consultant, to assist with creating a strategic plan for the township. The 2020 budget has a $30,000 allocation towards the cost. A strategic plan will aid long-term plan- ning for the municipality concerning its priorities on economic development, infrastructure, recreation, emergency services and other concerns. – Gregg Chamberlain UCPR AND CAPRAC The United Counties of Prescott- Russell economic development and tourism committee (UCPR) has recommended the 2020 agreement of the Comité des arts de Prescott-Rus- sell Arts Committee (CAPRAC) go back to UCPR council for further discussion. The main topic may be whether or not the UCPR continues to provide funding support for CAPRAC, and its efforts to promote Prescott-Russell’s art commu- nity.– Gregg Chamberlain
The lack of traffic on highways and roads now has inspired some drivers to treat them as race tracks. The OPP in Prescott-Russell and other parts of Ontario have had frequent cases of “speed racing” incidents to deal with this spring during the COVID-19 pandemic. As most Ontarians obey the provincial govern- ment’s demand to avoid needless travel, a few drivers are taking advantage of the almost-empty highways and roads to ignore the posted speed limit. Bill Dickson, OPP media liaison for the &BTUFSO0OUBSJPSFHJPO OPUFEUIBUUIFSFIBT not been a significant increase yet in the number of “speed racing” incidents, where drivers are caught going 50 kilometres or more above the posted speed limit. But the culprits are easier to spot now and also easier to catch because there is little traffic between them and pursuing police patrol cars. Drivers are reminded that OPP traffic control patrols are still on the road to deal with dangerous driving and other serious offences. Also with the spring weather, more

NATURAL GAS The United Counties of Prescott and
Russell economic development and tourism department (UCPR) has filed an application to the Ontario Natural Gas System Expansion Grant Program. The department’s review of present natural gas line setups in Prescott- Russell indicates that Casselman, The Nation Municipality, and East Hawkesbury Township would benefit the most from expansion of natural gas supply main lines.– Gregg Chamberlain SIDEWALKS CONTRACT Champlain Township council approved a contract recommendation with Malyon Excavation Ltd., for installation of new sidewalks and mountable curbing as needed for the township. Malyon had the lowest of four bids received for the work, as per the amount allocated in the 2020 capital works budget. – Gregg Chamberlain

Les responsables du conseil de la biblio- thèque ont rencontré le conseil municipal pour obtenir l’assurance que la municipalité les aidera à trouver de nouveaux locaux pour la bibliothèque. Le maire Sarrazin a assuré que la bibliothèque et ses usagers auront un endroit où s’installer au début de 2021. «La bibliothèque d’Alfred est celle qui est la plus utilisée dans toute la municipalité», a déclaré M. Sarrazin, ajoutant que les élèves de l’École élémentaire catholique Saint-Vic- tor, toute proche, se rendent régulièrement à la bibliothèque pour la lecture et d’autres activités. Le maire a indiqué qu’il souhaitait que la bibliothèque d’Alfred soit installée dans une ou plusieurs des salles vides de l’ancien bâtiment du Collège d’Alfred. «Les étagères sont toutes là, a-t-il dit. Ce serait le meilleur
scénario.» Actuellement, la municipalité est toujours en négociation avec le gouvernement provin- cial pour que la responsabilité de la gestion de l’ancien bâtiment du collège agricole et des terrains lui soit remise. L’objectif est de développer le site du campus du collège d’Alfred pour en faire un centre communautaire et un centre de formation pour les étudiants en agronomie et autres métiers agricoles. «Si le collège devient disponible pour nous, a déclaré le maire, ce serait le meil- leur emplacement pour la bibliothèque.» &OUSFUFNQT MFNBJSF4BSSB[JOBBGàSNÊRVF la municipalité aidera à trouver des locaux temporaires adaptés à la bibliothèque avant la fin de son bail actuel, à la fin de l’année. «Ils ne seront pas à la rue», a-t-il dit, ajoutant qu’un des logements temporaires possibles pour la bibliothèque pourrait être le bâtiment de la salle des loisirs d’Alfred, au Parc Larocque
La bibliothèque publique d’Alfred aura besoin d’une nouvelle demeure avant la fin de l’année. «Ils commencent à être nerveux au sujet du bail», a déclaré le maire Stéphane Sar- razin, à propos d’une réunion, le 3 mars, entre le conseil municipal du canton d’Alfred- Plantagenet et les représentants du conseil d’administration de la bibliothèque d’Alfred. La bibliothèque du village est située au 330, rue Saint-Philippe, dans le même édifice qui abrite Le Phénix, le groupe régional de services sociaux à but non lucratif.
