Local Authorities and Sustainable Peatland Management: Current Opportunities and Future Possibilities for Local Approaches

Glossary ‘the 30 by 30 target’ – this refers to the target set at the most recent Conference of the Parties of the United Nation’s Convention on Biodiversity to ensure that 30% of land and marine ecosystems are under effective restoration by 2030.

Section 7 lists – this refers to the lists of priority species and habitats for Wales created by Welsh Government in response to an obligation under s7 Environment (Wales) Act 2016.

Section 106 agreement - can be used in certain circumstances to add ‘value’ to the nature conservation interest at the site; to take mitigating measures with respect to environmental harm; or to compensate for environmental harms, sometimes referred to as ‘off-setting’

Area Statements - are created by NRW to help map key environmental themes and areas for priority action.

Biodiversity Net Benefits (BNB) – this refers to Welsh Government’s policy on ensuring that all new development provides a ‘net benefit’ for biodiversity.

Country Parks - are legal designations provided by local authorities and managed for nature conservation (and in some instances the desire to further recreation).

County Farms – tenanted farms owned by local authorities.

Developments of National Significance (DNS) – this is term used to describe those developments that are decided upon by PEDW on behalf of Welsh Government.

Development Plan - a development plan provides an indication of the types of development that the planning authority would like to see in any given area. When making decisions on individual applications, planning authorities must ‘follow the development plan unless material considerations indicate otherwise’. In Wales, the term development plan includes the National Development Framework (Future Wales), Strategic Development Plans and Local Development Plans. Environmental Impact Assessment (EIA) (Regulations) – the Regulations that currently set out the requirements for the process of EIA in Wales and form part of EU retained law. Town and Country Planning (Environmental Impact Assessment) (Wales) Regulations 2017/567.

Environmental Statement – the document that is produced as part of the EIA process that contains information on the ‘likely significant environmental effects’ of the development.

Future Wales – The National Development Framework that is the national development plan for Wales.

Green Infrastructure - is the network of natural and semi-natural features, green spaces, rivers and lakes that intersperse and connect places.

Land use, Land Use Change and Forestry (LULUCF) - the categories for reporting on greenhouse gas emissions.

Local Development – this describes forms of development for which the decision maker is the Local Planning Authority.
