Local Authorities and Sustainable Peatland Management: Current Opportunities and Future Possibilities for Local Approaches

Local Development Plan (LDP) – A plan for the local authority area that sets out local policies for land use planning and provides an indication of spatial locations for different land uses. The LDP must be followed in taking decisions on land use planning applications unless material considerations indicate otherwise.

Local Flood Risk Management Strategies - address local flood risks from surface run off, groundwater and ordinary water courses (that do not form part of Wales’ main rivers).

Local Impact Report – a Local Impact Report is produced by Local Planning Authorities where a development is decided upon by PEDW on behalf of Welsh Government. The report must include a description of: the relevant planning history of the land to which the application relates; any local designations relevant to the land to which the application relates; the likely impact of any application in relation to a secondary consent. It must also specify any locally applicable planning policies, guidance and other documents relevant to the application; and draft conditions or obligations to which the relevant local planning authority considers the application should be subject, if it were granted, which would mitigate any likely impacts of the proposed development on the area (or part of the area) of the authority. Local Nature Partnerships - aim to engage people and communities, businesses and decision makers, including the local authority, in strategic and practical action in support of nature.

Local Nature Reserves - are legal designations provided by local authorities and managed for nature conservation (and in some instances the desire to further recreation).

National Development Framework – the national development plan for Wales, currently entitled Future Wales.

National Peatland Action Programme (NPAP) – a programme developed by Natural Resources Wales to set out priority themes and actions for the period 2020-2025 to achieve Welsh Government’s policy ambitions for SPM. National Planning Policy – the national planning policies that must be taken into account in creating development plans and taking decisions on development, currently entitled Planning Policy Wales (PPW).

Natural Resources Policy - supports the framework of governance for NRW focused on the sustainable management of natural resources (SMNR).

Natural Resources Wales (NRW) – the agency responsible for the sustainable management of natural resources in Wales.

Nature Recovery Action Plan – sets out Welsh Government’s plans to meet the targets set by the United Nations Convention on Biodiversity to halt biodiversity loss.

Peat - is a soil which takes different forms at different depths but is formed basically formed from carbon rich, dead decaying plant material under waterlogged conditions.

Peatlands - are areas of wetland habitat supported by a naturally accumulated layer of peat.
