Binfield Learning Village, Bracknell

Client:

Mace Group Limited (on behalf of Bracknell Forest Council)

Robert West were appointed by Mace in May 2015 to advise on transport and highways matters related to the development of a new ‘All Through’ School.

The Learning Village will be an ‘all through’ School for pupils aged 3 – 19 years, and will provide 26 FTE nursery places, 420 primary School places, 1,050 secondary School places, 315 Sixth Form Places and 40 integrated SEN places. The site was formerly part of the Blue Mountain Golf Course, which was allocated for new development, including the School, in the Bracknell Forest Local Plan. The Learning Village was brought forward as part of a hybrid planning application for the redevelopment of the Golf Course site, and the development was subject to Environmental Impact Assessment. Robert West provided assistance with master planning design of the Learning Village car parks and access and movement strategy. A Transport Statement was prepared to justify parking numbers in line with projected demand. Preliminary designs for highway works were prepared by Robert West for infrastructure upgrades including remodeling of the Temple Way/ Wood Lane junction, widening of Wood Lane highway, a new footway/ cycleway on Wood Lane north and a new Toucan crossing on Temple Way.

Moberly Sports Centre

Client:

Willmott Dixon Construction Ltd (on behalf of Westminster City council).

Robert West provided transport planning services in respect of a scheme which sought the redevelopment of the existing Moberly Sports Centre to provide a state of the art wet and dry leisure facility. Participation in significant stakeholder engagement was required from Robert West. This included liaison with highway officers in both London Borough of Brent and Westminster as the site was located on the Borough Boundary, and additionally gain support of local residents through participation in a Community Reference Group. The transport issues addressed included rationalisation of access and car parking arrangements, addressing the impact on a residential street suffering from con- gestion, provision of adequate operational parking on a constrained site, loss of staff parking and increased demand for travel by car. The mitigation strategy included a Travel Plan, Delivery and Servicing Plan, a lorry ban to reduce rat-running locally, a new pedestrian crossing and on-street mini-bus bays. Following grant of planning permission, Robert West supported Willmott Dixon in the discharge of planning conditions related to construction traffic management and detailed travel plans. Our infrastructure team produced highway works design for technical approval via Section 278 Agreement, and we made an application to the highway authority for a building oversailing licence.

Rabbsfarm Primary School

Client:

Mace Group Limited (on behalf of London Borough of Hillingdon)

The Brief

To provide transport planning advice in relation to the proposals for the redevelopment and expansion of Rabbsfarm Primary School. Valued-Added Solution Robert West played an integral role in the development of transport planning solutions for the expansion of Rabbsfarm Primary School. Through the development an additional 210 pupils would attend the School. An off-site car parking facility for use by parents in the morning and afternoon was proposed with an associated management plan to accommodate increased demand. The use of the car parking facility would result in pupils crossing a busy road. To support the parking proposal it was suggested that a nearby uncontrolled crossing facility was upgraded to a zebra crossing.

Final Outcomes

The planning application was supported by a Transport Assessment and Travel Plan written by Robert West, which included preliminary designs for the car park and zebra crossing. Planning permission was subsequently granted and the development was built.

The Green School for Boys

Client:

Willmott Dixon Construction Limited (on behalf of London Diocesan Board for Schools)

The Brief

To provide transport planning and highway advice for the redevelopment of a site located in Isleworth, Twickenham TW7 6AU, in the London Borough of Hounslow (LBH), to provide a new 5 form entry secondary school for boys with sixth form for up to 900 pupils to be known as the Green School for Boys. To allow the new school to open in September 2017, a temporary school accommodation for two years for up to 300 pupils has been provided, while a permanent building would be constructed. Robert West has been responsible for producing Transport Assessment, School Travel Plan, Delivery and Servicing Plan, PERS and CERS audits for the temporary site and for discharging planning conditions. Robert West has then produced the above planning documents for the permanent site, including a Car Park Management Plan. Robert West has also produced off-site highway works design for a proposed signalised crossing and detailed modelling work to support the proposal. Robert West has liaised in stakeholder negotiation with LBH’s highway authority, Transport for London, school trust and design team.

Final Outcomes

Robert West successfully negotiated the transport justification for the scheme with Local Highway Officers and Transport for London: the school opened on-site in temporary accommodation in September 2017, with the application for the permanent site having received planning approval in December 2017.

The Hold

Client:

Suffolk County Council

Robert West were delighted to support Suffolk County Council in securing planning permission for The Hold, to be located on the campus of University of Suffolk in Ipswich. The Hold, a partnership between Suffolk County Council and the University of Suffolk, will be a new flagship heritage facility and reshaped Record Office that will house the bulk of Suffolk’s nationally and internationally significant archives. The Hold will offer expanded and flexible facilities in a new location in Ipswich with the aim of attracting more visitors, including University students, to engage with the heritage of Suffolk. The project is supported by the Heritage Lottery Fund. The challenges overcome in the project included appraising the transport impacts of a bespoke development, considering the travel demands of a variety of site users, and simultaneously addressing the development impacts associated with loss of parking and projected increase in visitor numbers. Robert West assessed demand for travel from the new facility, considering existing users, projected future users, their origins, and likely travel modes. Research on visitor numbers and lengths of stay at a comparable facility was undertaken. We provided input into the carbon footprint assessment for the development, using data on travel behaviour and travel origins of existing visitors to the Record Office.

Case Studies

We worked closely with Suffolk County Council to develop a Travel Plan that seeks to address the barriers keeping employees, visitors and other relevant parties from using sustainable modes. The Travel Plan seeks self-management of single-occupancy vehicle use and ensure those who must drive are aware of locations where car parking is available.

Transport Planner – Director

Overview

Robert West are currently seeking to appoint a Director to take overall responsibility for transport planning and infrastructure engineering teams. The role forms part of the senior management team and will be expected to operate at the highest level. The successful candidate will be the day to day contact for senior clients and will be expected to develop and manage those relationships for Robert West. Additionally having the ability to identify business opportunities and to develop these into fee generating opportunities for Robert West. As the lead Director for the Transport Planning division you will initiate and be active in a broad network of client relationships and will continuously seek to secure new work, and ideally be comfortable cross-selling to other divisions of the business. The Director of Transport Planning will be responsible for preparing fee proposals and tenders and will lead be comfortable being the technical lead of the team. It is expected that the successful candidate will have considerable experience across a variety of projects and sectors. • Manage existing Clients and other external stakeholders. • Develop new Clients and manage accounts where required. • Management of technical matters relating to the Transport Planning and Infrastructure. • Offer thought leadership and develop innovative transport solutions. • Inspiring and leading other staff across the business lines but with a particular focus on the Transport Planning team. • Contributing to the technical development of the transport planning function across the company. • Providing project management and technical support and advice within the market place in order to: o Develop the project management skills of other staff; o Develop the technical skills of other staff and o Ensure consistency in project management and technical quality from other staff members. • Commercial and technical management of projects ensuring that projects are managed effectively within budgetary constraints. • Financial management of the division and projects in the Transport Planning division. • The day-to-day management of other disciplines when working in partnership with the Transport Planning division. Qualifications, Skills and Experience:

• BSc/BEng/MEng/MSc in relevant subject • Extensive experience in the Transport Planning industry • CIHT/AMCIHT • Experience in preparing Transport Assessments/Travel Plans • Proven technical track record and ability • Good team player to contribute to dynamic group • Experience of managing third party staff as part of a project team
